Upheaval can have its benefits


Civil protest is still relatively novel to Cambodia's political scene. Widespread discontent among the youth marginalised by lack of economic opportunities may be at the forefront of this upheaval taking place in the streets but this represents just one area of societal neglect that Cambodia's one-party ruling 'administration' has consistently been failing to address over the last two decades - School of Vice

The Phnom Penh regime is counting on martial means and tactics to keep street protest and popular discontent from boiling over. Even the salaries of these police officers are one area of neglect that the regime has long overlooked, and following its recent poor showing in the polls the Hun Sen 'government' has quickly moved to increase the salaries of certain sections of these security personnel in a bid to win over their political loyalty and to neutralise the opposition's promise to improve civil service pay in general. The country as a whole is at that stage of socio-political development or a cross-roads where the authoritarian state is witnessing unanticipated reactions against and outcomes of its own systematic over-reliance upon the use of party machinery and economic patronage or institutionalised corruption to keep its major party organs [judiciary, security, executive and affiliated economic bosses] well oiled and thus loyal, and the overall state engine running. Whether this engine continues to run with or without token or illusory reforms remains to be seen. What the country needs is fundamental overhaul of the entire administrative apparatus; something that is diametrically at odds with the essence of such an apparatus that, like any defunct communist state administrative model has been kept on a life support machine that in turns relies upon continued doses of terror and mass propaganda to ensure order and public submission - School of Vice

Letter to the PPP


Dear Editor,

The present upheaval in Cambodia is one of the best things that could have happened to this country.

Just imagine another overwhelming CPP victory and the crushing weight of corruption and nepotism to be endured for another five years. At the same time, it is the right time to reflect on what has gone wrong in the past.

As a foreigner it is appropriate for me to reflect on my country’s performance. And there is a dismal record. Embassies and agencies have been basking in the usual self-praise of their achievements, at the same time admitting that more has to be done (so they can keep their jobs).

Again and again we hear the argument that too much pressure is counter-productive (and inconvenient for all sides) and so no pressure at all on the government to reform has been applied and the past years have changed nothing.




It has been a story of wink, wink, say no more. The CPP, embassies and agencies are working hand in hand for their own benefits and to the detriment of the people (those who miss out on the corruption). Let me give you an example.

The World Food Programme (WFP) is responsible for a lot of donations. This can be done in two ways. With some effort to make sure it stays fair and just, or by simply handing it over to the government (which is the same as handing it to the CPP).

Sadly the second (more convenient) way seems to have been chosen. Donated rice has been handed over to so-called village elders (people appointed by the party) to distribute more or less as they please in a work for food program.

Besides the fact that this is legally questionable (work is a form of payment and the donations stipulate that there should be no payment for the rice) and also unfair since it discriminates against the sick and the weak who can’t work, but are most in need of help, it also plays into the hands of the CPP, who make themselves out to be the true source of this benevolence.

By distributing the rice they are also adding to their reputation of power and influence and thereby the ability to intimidate. This fits into the picture of their main task of controlling the votes. Another example is that the police often seem strangely reluctant to supply ID cards and then you have a so-called village elder coming to the rescue and exerting his influence. All Glory to the party.

All of this shows the laziness and thoughtlessness we foreigners have displayed in this country. Not least the inability to tie all donations to actual improvement of the situation. One of the most ridiculous excuses by governments not to do so is that Cambodia then would turn to China. Really?
Since when has China actually given money to Cambodia (instead of lending it, which means it has to be paid back with all its consequences)?

Burma has soon enough come to realise this and is desperately trying to free itself from the Chinese embrace. So the present situation seems to be somehow beneficial since it seems to focus the minds of all concerned, instead of going back to business as usual.

Cambodia is one of the counties that have many natural resource which located in almost every place I Cambodia territory. Natural resource and bring Cambodia to be the developed country or rich country in the world.

Three main causes above: low education, high population growth and other factor really cause harmful to Cambodia that fall to meet poverty so Cambodians must focus on solving the problems that are keeping people or victim from danger. Cambodia’s government must also provide more non-agricultural job opportunities, full healthcare service to people, especially government must focus on education system because education is the main role to create human resource in country. Moreover, Cambodia should propose to people to prevent their environment such as stop cutting tree and destroy what government warn. Tree can prevent Cambodia from natural disaster. Last but not lease, Cambodia leader should think about general situation in county, stop fighting each other and help each other to bring Cambodia to developed countries.

I would like to repost one of my comment right before the election because it relates to my comment below.

ONE BATTLE FIELD THAT MAKES OR BREAKS THE CNRP OR THE PUPPET PARTY

Vietnam and its puppet clearly knew that if the election was free and fair, they will lose badly. So, the puppet party and Vietnam need to keep the current NEC in order to accomplish their goal. They cannot give up this NEC. These 2 evils stood their grounds.

The CNRP also knew that in order to win, it needs the NEC to be overhauled. The international community has overwhelmingly supported Mr. Subedy’s recommendation about the NEC’s reform.
So far, the CNRP has failed miserably by not pressing enough to make Mr. Subedy’s recommendation materialized.


The CNRP,

Your back is against the wall, there is no way to escape. You got to fight to death to get this NEC reform done before you proceed to the next step.

Here are some hypothetical scenarios that would likely to happen:

By being able to cheat, the CPP will win again. The CNRP’s supporters will mount a huge demonstration, denouncing the fraudulent election. The demonstration will not change the outcome of the election. The international community will slowly recognize that puppet government again.

Right now, before the election, if the CNRP’s supporters mounted a huge demonstration to support Mr. Subedy’s recommendations, the international community will strongly support the CNRP, and the chance that the CNRP won the election will be certain. The election will be postponed maybe one or two months to accommodate the reform.
During this demonstration if the puppet party violently suppressed the crowds, they will be punished by the international community. The mass demonstration will give the international community a powerful leverage to press the puppet party to reform the NEC.

So, please look at the result of the 2 demonstrations carefully: one makes the puppet party the winner, the other makes the CNRP the winner.

This is the power of the timing. This is the right time that the CNRP executes its strategies by making this one necessary demonstration to empower the CNRP to win.

New NEC = CNRP the winner

Old NEC = CNRP the loser

Here is a simple step to change the NEC:

The CNRP had demanded the puppet party to change the NEC. The puppet party refused.
The CNRP does the follow up by mounting a giant demonstration from now UNTIL THE ELECTION DAY, making the election impossible so that Hun Sen could proclaim himself as the winner. At this point, the international community will come in to force Hun Sen and his master the evil Vietnam to change the NEC.

Is this plan realistic enough for the CNRP to adopt ? Please act swiftly if you have a better plan. We need a bold decision to save Cambodia.

Once Hun Sen proclaimed himself as the winner, it would be too late for the CNRP and the international community to reverse the outcome of the election.

However, I will be so happy if the CNRP were able to stop the cheating without the NEC’s reform and won the election.

But if the puppet party were the winner after the election, it was the CNRP’s mistake for failing to press hard enough to win the NEC’s reform. And this mistake could cost the end of Cambodia.

Five years from now, there will be so much uncertainties… The time for the CNRP to win is now.

The CNRP: NO GUT, NO GLORY

The CNRP must remember that its mission is to save Cambodia from the expansionist Vietnam.

The CNRP's leaders must have a solid and "flexible plan", which adjust smoothly to any events that came up during its journey to save Cambodia.

For instance, before the election and before Sam Rainsy's return to Cambodia, the CNRP had requested for the NEC's reform, but the CPP refused. The CNRP did not make a follow up on its demand.

After Sam Rainsy returned to Cambodia, the support for the CNRP was skyrocketing. In my opinion, the CNRP should seize that opportunity and switch its tactic from campaigning to demanding that NEC's reform again, and the CNRP should have won that NEC's reform easily, thanks to the overwhelming support of the people. That is the power of the RIGHT TIMING..
( I wrote in KI everyday after Sam Rainsy return to make this switch from campaigning to getting the NEC’s overhaul before the election.).

Had the NEC been reformed before the election, the CNRP would have been officially the winner today,

But the CPP would not have transferred the power to the CNRP or the CPP with its master Vietnam might have used the force to crush the CNRP. That’s what I kept saying that Vietnam is not going to give up Cambodia without a big fight.

Likewise, if the CNRP won in 2018, we will have the same problem, the CPP will not transfer the power to the CNRP – the CPP will find some stupid arguments not to relinquish the power.

It is imperative that the CNRP launches a nationwide peaceful demonstration WITHOUT HESITATION, firmly demanding that inquiry about the electoral irregularities. The peaceful demonstration is the last resort, and you have no choice.

The CPP does what it needs to do by forming a government against the vast majority of Khmer people’s wills.

While the CNRP does what it needs to do: launch a nationwide peaceful demonstration demanding for justice for Khmer people, whose vote was stolen by the CPP..

Notice that the CPP is 100% wrong, and the CNRP is 100% right.
So, who will prevail at the end? The CNRP must have an unwavering conviction that it will be the winner at the end of this tough battle because Khmer people and the international community support the CNRP THIS TIME, not a later time.

I say one more time, Vietnam is not going to give up Cambodia easily. It is a tough battle that the CNRP must endure and Khmer people are ready to make their ultimate sacrifice to back the CNRP up. I put the number at 100,000 people needed to be sacrificed to successfully save Cambodia. The key is that the international community cannot intervene without the “leverage” given by Khmer people.

If we want to liberate Cambodia from Vietnam without losing any people, we should keep dreaming.

We should think how many Khmer people will be killed by Vietnam (using Khmer hands) after it took full control of Cambodia or after Cambodia became a Vietnam’s province ?

The CNRP cannot delay this fight to the next generation because it will not work.
In effect, Vietnam’s grip is getting tighter and tighter as the number of the Vietnamese inside Cambodia is growing, making Khmer people to win the national election again impossible.
At that time, when the MINORITY Khmer people, who lost the election, made a demonstration denouncing that the result of the election was not reflecting the REAL Khmer’s wills, the international community will not support us and they will consider us as racist.

That’s why the time to act is now while Khmer people are ready to sacrifice every thing to support our just cause – get back the stolen vote, the CNRP is the winner - and stop following Preah Reach Damress Sdach Ting Moung Sihamoni.

I have to agree with Phnom Penh Post when it said that the (present upheaval in Cambodia is one of the best things that could have happened to this country).

Let's define what democracy is:

A government by the people; a form of government in which the supreme power is vested in the people and exercised directly by the people or by their elected agents under a free electoral system. It is clearly stated that it is by the people, for the people and of the people;however, it is not so in Cambodia where both, the King and CPP violated the Constitution.

This is where the King and CPP have violated the Constitution. Article 7 reads the following:

(The King of Cambodia shall reign but shall not govern). Article 8:
(The King of Cambodia shall be a symbol of unity and eternity of the nation).

Article 9: (The King shall assume the august role of arbitrator to ensure the faithful execution of public
powers).

Article 19: (The King shall appoint the Prime Minister a
nd the Council of Ministers
according to the procedures
stipulated in Article 100).

Article 23: (The King is the Supreme Commander of the
Royal Khmer Armed Forces. The Commander-in-Chief of the Royal Khmer Armed Forces shall be appointed to command the Armed
Forces).

Article 27: (The King shall have the right to grant partial or complete amnesty). Article 38: (The law guarantees there shall be no physical abuse against any individual).

Article 39: (Khmer citizens shall have the right to denounce, make complaints or file claims against any breach of the law by state and social organs or by members of such organs committed during the course of their duties. The settlement of complaints and claims shall be the competence of the courts).


Article 41: (Khmer citizens shall have freedom of expression, press, publication and assembly. No one shall exercise this right to infringe upon the ri
ghts of others, to effect the good traditions of the society, to violate public law and order and national security).

Article 42: (Khmer Citizens shall have the right to establish associations and political parties. These rights shall be determined by law. Khmer citizens may take part in mass organizations for mutual benefit to protect national achievement and social order).

Article 49: (Every Khmer citizen shall respect the Constitution and laws).

Article 51: (The Kingdom of Cambodia adopts a policy of Liberal Democracy and Pluralism.
The Cambodian people are the master of their own country.
All powers belong to the people. The people exercise these powers through the National Assembly, the Royal Government and the Judiciary.
The Legislative, Executive, and the Judicial powers shall be separate).

An Article 76 states the following: (The National Assembly consists of at least 120 members). If you ask anyone about how Plural Democracy works, they will tell you the same thing, that prior to the First Opening Ceremony of the National Assembly, you must have at least 120 members of officials which elected by the people of Cambodia. You cannot attend the Royal Palace Hall without first have the entire members of elected officials there. What CPP has done, it is clearly violated our Constitution, thus the Upheaval and the Civil Disobedience should be the next key issue for CNRP. I have more to say, but very little of time. After reading what I have posted this articles, I hope you understand my thoughts, until then, have a great day.

I urging all Cambodians to careless any relate to the King issues. You must care about you, your families and your country from dangerous coming ahead.

This government only one party that is very wrong, Cambodia is not communist country.

Around the world they are not recognize this Hun Sen Government, only two countries recognized are Vietnam and China. These two countries are robbing Cambodia right now.

This Hun Sen government is useless; the same people the same idea, everyone looking for good opportunity to rub-off people lands and country resource.

In the past 28 years CPP government turned Cambodia upside down, lost their territory, people cannot fine the jobs, high rank government people rub-off people lands, throw people in jail because they speaks for their right, murder opposition people.
Today Cambodian people are living under International poverty line.

We are now living in the modern world; we don’t need this kind of abuse from government.

The bottom line is CPP government cannot run the country.

Cambodian people needs new government.

That 100,000 is the winning number, a psychological winning number over this pest Vietnam.

King Jayavarman 7 became famous only after he made a powerful counterattack to crush the Champa troops which had defeated and tortured Khmer earlier.

He did not pray and wish for Champa to give him peace.

Concerning Cambodia's current situation, Khmer people have done their part to save Cambodia, and the CNRP must do its part by marching peacefully to claim the electoral victory which was stolen by the CPP.

This is the right time with the just cause for the CNRP to act.

If the CNRP is indecisive, it should think about Vietnam's decision to conquer Cambodia in 1979, and think about the CNRP's decision to march peacefully to claim its legal victory with the full support from Khmer people and the international community, which decision is harder ?

If we die the right time, Cambodia will live - right time to sacrifice.
We don't want to die and Cambodia also die - wrong time to sacrifice.

I am trying to dissect the White Paper issued by the Office of the Council of Ministers Press and Quick Reaction Unit, dated on September 17, 2013, done in Phnom Penh, Cambodia, in regards to the 2013 General Election for the 5th Mandate of the National Assembly of Cambodia.

The intention is to find justice for all Cambodian Citizens where their Statutory, Constitutional and Natural Rights are not being infringed or violated by those who are elected by the people, of the people and for the people. I am doing this not for the sake of seeking fame or fortunes, but simply sharing and defining or interpreting this White Paper based on the Constitutionality and guaranteed under the Electoral Laws.

According to World Bank, the data found on Cambodia population was 14,864,646 million since there was no clear records available from Cambodia about the true census of Cambodia, but I am going to use the numbers listed in the White Paper issued by the Council of Ministers and that numbers are 9,675,453 registered voters.

According to the White Paper issued by the (OCOMPAQRU) or the Office of Council of Ministers Press and Quick Reaction Unit, it states that 69.61% of Cambodian registered voters cast their votes, fulfilling their entitlement as a citizen to choose their political parties to lead the 5th Mandate of the National Assembly of Cambodia.

What are the real numbers which represent the 69.61% of the 9,675,453 million have registered to vote? The answer would be 6,735,083 million who have actually voted in the 2103 election, but the statement issued by the National Election Committee or NEC has shown only at 6,627,159 million, thus there is a discrepancy or missing registered voters of 107,924 divided by 40,000 per Assembly Seating equals 2.69 National Assembly Seats, and this is the first issue. I will list in its entirety of the results by each party and how many votes each party has received the followings:

First, the Cambodian National Party led by President Seng Sokheng has received 38,123 votes or .0057% (no rounding up).

Second, FUNCINPEC led by President Norodom Arunrasmey has received 242,413 votes or .0365%.

Third, the Democratic Republican Party led by President Sovan Panhchakseila has received 33,715 votes or .0050%.

Fourth, the Cambodian People Party led by President Chea Sim has received 3,235,969 votes or .4882%.

Fifth, the Khmer Economic Development Party led by President Huon Chamroeun has received 19,152 votes or .0028%.

Sixth, the Khmer Anti Poverty Party led by President Kravanh Daran has received 43,222 votes or .0065%.

Seventh, the Cambodia National Rescue Party led by President Sam Rainsy has received 2,946,176 votes or .4445% and finally the

Eighth political party known as League for Democracy led by President Khem Veasna has received 68,389 votes or .0103%.

There were 19,009 polling stations throughout Cambodia to serve the registered voters of Cambodia.

Let us go back to the question as to what has happened to the discrepancy over the 100k plus votes and this question ought to be answered by NEC since they are the committee who was selected by the Cambodian government to oversee the election process. In addition, under NEC rule of elections, NEC was supposed to be the committee to announce the election results, in this case, it would be Mr. Im Soursdei or Mr. Tep Nytha who are members of the NEC but instead, it was Mr. Kheiu Kanharith who made the temporary announcement. Furthermore, how could Mr. Khieu Kanharith has known the results prior to the counting of all votes, need less to say, Mr. Kanharith also knew the actual electoral seats of 68 for the Cambodian People Party and 55 for the Cambodia National Rescue Party when in reality, the election is not even finished…this is the second issue.

Also according to the White Paper, it said that the 2013 election went very smooth and in a peaceful manner, when actually, there were not. If we go back and do a research on FACEBOOK for truth without bias, we will see many voting irregularities, problems such as, quadruple names of which were the same person, Vietnamese without proper identification who have accessed to the poll, so call “ghost voting”, etc. These are problems that NEC must publically resolved through a public forum where all Cambodians can challenge NEC and its practices.

Again, according to Mr. Keo Remy’s contention and claimed was publicly made by him. Mr. Kep Remy said that CNRP has at least five (5) of its observers, COMFREL is included in this number, but if we look at the White Paper issued by the Council of Ministers it shows a different number otherwise. Here is the following written statement and I quote: “The election was held in the presence of 292 international observers and 40,142 national observers including COMFREL’s at all polling stations.” If you add these numbers together it did not make any sense. Here’s the following equation: 40,142 + 292 = 40,434 take this number divided by the 19009 polling stations, hence you have 40,434 / 19009 = 2.127 per polling station, so Mr. Keo Remy’s statement is not accurate.

yes, but upheaval doesn't have to be violent either. cambodia and its people have been through many violent upheaval in the past, so we had enough of that already. now, we rather do it non-violent way. yes, i believe there many other to bring changes and urgent reforms to cambodia that don't require using violence to achieve them. cambodia should avoid using violence by all cost from now on, just like japan is not allowe to have aggressive military only for self-defense purpose after world war II. the same concept should be apply ot cambodia in terms of no violence is allowed by all in cambodia. thank you.

Gentlemen,

Please pay attention to article 1 of the constitution.. It stipulates" Cambodia is a kingdom with a king who SHALL RULE ACCORDING TO THE CONSTITUTION and to the principles of liberal democracy and PLURALISM.

As these highlighted,

1-The king has to ensure that all the articles of constitution are implemented by ANY government(any political tendency).

2- The Cambodian king himself also is obligated to his tasks and social roles( article 8-HM is the protector of rights and freedom for all citizens).
Has HM done so ? And HM should keep the NGOS- social organs on his side , to reflect upon the transparency of the RGC against policies set out per its term.

Also by working with NGOs nationally and internationally, HM can achieve his role in article 9" The king shall assume the August role of arbitrator to ensure FAITHFUL execution of PUBLIC POWER. Therefore HM already partially fulfils the article 113 "The king shall be the guarantor of the INDEPENDENCE of the judiciary.

In my opinion, HM has allowed the CPP manipulates and intimidates his roles that led to misery of his citizens.
If these are the cases, HM is at fault by the stipulation of the constitution.

I do strongly believe that our discussion should be on the ground of our constitution, for the betterment of Cambodians and Cambodia.

It is a rare thing to see a foreigner such Mr. Heinz Wiese to have such great insight into Cambodian politic especially about Hun Sen Vietcong slave puppet regime! From my observation most foreigners especially those NGOs, business communities, and foreign diplomats really hate Cambodian leader and the Cambodian people because they see the Cambodian people lack of discipline, lazy, and corrupt! What these foreigners didn't know is that Cambodian people are being shackled to the same Vietcong slave regime since 1979! Cambodia and Cambodian people are forced to take the fucken bullshit from institutional corruption from the highest court to the highest education in Cambodia! The byproduct...Cambodia is still the same third world country and still a dirt-poor country! The education is as fuck as you can get! The people live from hand to mouth without the possibility of improving their life through education and their living of standard through decent wage! The Cambodian people are forced to risk their life to work as slave labor in Thailand and others countries!

Cambodia become the Kingdumb of wonder!

American spokeswoman Jen Psaki asked CPP and CNRP to work together for the people. What people? May be for the Viet but definately not for Khmer. Hun Sen never work and never serve Khmer people. Hun Sen never like Khmer people because Hun Sen was a Khmer Rouge soldier with Vietnamese brain.

Jen Psaki needed to learn just a little more about the Cambodian history starting 1993 to today. In 1997 Hun Sen troops Coup D'etat on FUNCENPEC Headquarter that killed thousands of Cambodian. The American government and U.N. has done nothing to punish Hun Sen.

CNRP biggest listen is never join a Criminal People's Party.

can Khmer people from all walks of life give hun sen a chance to shine. why continue to hate him forever? I think he woke up a long time ago. please stop chastising him. let him lead Cambodia, and we will judge him at the end of his 5 year mandate.

What about the past 30 years of Hun Sen leadership? Why do you want to judge something in the future! I am asking you to judge Hun Sen for his past performance as a leader for the past 30 years! What have Hun Sen done for Cambodia for the past 30 years?

Hun Sen gave himself a King title! He became a dictator, killer, and a wife cheater! He destroyed Cambodian people through land concession, forest destruction, and corruption!

Enough is enough already!
