The opposition CNRP wound up another round of demonstrations on Friday, ending what were some of the largest protest marches ever against Prime Minister Hun Sen’s long-ruling CPP government.
Tens of thousands of supporters accompanied opposition leaders in marches across Phnom Penh to deliver a petition with more than 2 million signatures to the U.N. They also delivered letters to numerous embassies seeking the international community’s re-engagement to ensure that Cambodia’s 22-year-old wish to become a genuine, multiparty democracy is finally fulfilled.

“The next meeting between CNRP and CPP cannot take place unless the opposition parliamentarians agree first to take their oath as official lawmakers,” CPP lawmaker and party spokesman Cheam Yeap said.

“Three months after the King convened the first National Assembly session [on September 23], we can write to the National Election Committee [NEC] and Constitutional Council to take legal measures…to bring them [CNRP lawmakers] to the National Assembly, or what shall we do with the remaining seats?” Mr. Yeap asked, preferring to leave his own question unanswered.

CNRP spokesman Yim Sovann said the opposition would not consider taking its seats until mechanisms are put in place to guarantee the reform of the NEC and other state institutions.
Mr. Sovann, who is an elected CNRP lawmaker for Phnom Penh, said that the opposition wants to sit down for further talks at which the CPP would have to make guarantees for reform, and would then put in place mechanisms to enforce those guarantees. That would be the minimum requirement before the CNRP considers taking its place in parliament, which is necessary to legitimize Mr. Hun Sen’s government.
“If you really want to solve the problem and want electoral reform, we have to sit down first, negotiate, make the meeting public about what we will do next,” Mr. Sovann said.
“We have to agree on everything, including electoral reform and reform of some other state institutions before we take oaths [in the] National Assembly,” he said.
If the CPP continues its refusal to talk, they will face “endless demonstrations and strikes,” he added.
“I mean strikes forever until a resolution is found,” Mr. Sovann said, adding that he was not concerned with “demonstration fatigue” among CNRP supporters if they see that their efforts are not achieving results.
“The people agree to work very hard today, but they will get a prize at the end,” he said of the motivation for ongoing protests.
However, he declined to say when the CNRP would hold its next demonstration if the CPP continues to refuse to talk.
“I don’t think they will refuse,” Mr. Sovann continued.
“From now until December we [parliamentarians from both parties] have a lot of things to do, especially about the budget law for 2014. So I think that the CPP should consider seriously and come to the table and talk.”
Mu Sochua, a lawmaker-elect for Battambang province and chief of public affairs for the CNRP, said that if there is no progress at the negotiating table, the opposition would make good on its threats to hold nationwide protests to rally support.
“We will go back to demonstrations. We said nationwide. We said boycott, and at each demonstration people are more determined,” she said, adding that electoral reform is being talked about by the CPP specifically because the CNRP’s massive support has shown the unfairness of July’s election.
“In the three months [since the election], to establish this sense of ownership and credibility for the CNRP is huge—the political space that we have, moral power that we have, political clout that we have,” she said.
“Do you think the CPP can govern on their own? Do you know that the CPP wants legitimacy? They do not feel conformable with what they have in their hands. They cannot govern alone,” she added.
Last week, as the CNRP prepared for its three-day demonstrations marking the 22nd anniversary of the 1991 Paris Peace Agreement on October 23, the CPP announced it would hold a seminar on election reform, the next step in the party’s promise to change electoral laws and related institutions.
Mr. Yeap, the CPP spokesman, said that this should be enough to convince the CNRP that the CPP is serious about conducting thorough reforms in the next mandate.
“We already declared that we have a firm stance to make in-depth reforms around elections, so it is pretty clear we will conduct reforms to create a better [electoral institution],” he said.
When asked what specific reforms would be made, Mr. Yeap declined to answer.

I think CNRP Mr Rainsy & Sokha should take their 63 CNRP MPs to NA and swarn them in and he take the role as Prime Minister.
If CPP think they are strong like Hun Sen since he already steal people votes via NEC re-assign CNRP seats is and confirm the final acts of stealing CNRP seats and their people voices.
So CNRP should take their 63 PMs and have them swarn into NA if they are going to do so...
Becuase Voting irregularities is not probe it is until that actions is taken transparently end-to-end then only then we will know the true number of seats belonging to CNRP or cpp.
To be ashamed to the losers who do not admits the real outcome. You can use force to win the people, but not their heart. This winner is not going to last long. You have to face the reality. All over the country know you are the cheaters. You also cheat yourself and have bad memory or nightmare. You should feel ashamed to the people who know you and your children.
The main problem of this political stalemate is Ah Sdech Lorp Sihamony to present with the CPP creating the government. If his father is still alive, he will reject the proposal of Ah Hun Sen.
If the communist CPP won really the election why the CPP don't accept to create the new impartial commission for counting the votes again?
Depend on the mathematic result, the CPP is the real loser.
The CNRP: this is your solution
WILL THE CNRP BE ABLE TO ACCOMPLISH ITS ULTIMATE GOAL OF CREATING AN INDEPENDENT COMMITTEE ?
First of all, we must know Vietnam’s determination to hold on to Cambodia.
If we look back at the history, we would clearly see that Vietnam never abode or complied with all the treaties it had signed.
For instance:
1- Vietnam promised that it would not attack the US and its allies during the Vietnamese new year in 1968.
2- Vietnam did not comply with the 1973 peace treaty it signed with the US.
3- Vietnam did not comply with the 1991 Paris peace accord and instead implement all the bilateral treaties it had signed with Cambodia during its occupation.
Nobody wants Khmer people to die, but we must prepare to face this evil Vietnam
with the right attitude.
Now, the CNRP thought that it won because there was no violence during the demonstration. That is 100% wrong because Khmer people have the right to walk peacefully.
The CNRP must realize that TIME is on Hun Sen and Vietnam’s side. If Vietnam were able to drag this process longer, Khmer people and
the international community will lose interest, and the CNRP will go nowhere but a certain defeat.
I suggest that the CNRP does not let up its demonstration after 3 days. KEEP GOING.
The election is 3 months old already. The CPP knew already that with the independent committee, it will become the loser. So, the CPP’s strategy is to drag the process and let TIME kill the CNRP.
To counter effectively Vietnam’s strategy, the CNRP must Intensify its demonstration.
I am not an extremist, but I will consider a great victory for Cambodia and Khmer people if we lost 100,000 people or less during our crusade to liberate Cambodia from Vietnam. It looks like I am the only one who kept saying this.
But I am saying one more time, no lost life, no fruitful result for the CNRP.
My ulterior motive was that Khmer people need help from the international community, especially the UN. The international community will be able to intervene only when Vietnam and Hun Sen committed a huge crime by killing so many people.
Knowing our enemy’s strength and determination is the key for us to win.

Nowadays there are many Vietnamese Coffee Shops in Cambodia when Cambodian people seem never drink it before. During the Vietnamese immigrants move to live in Cambodia, it seems Cambodian people are going to be lack job, lose job and have no more chance like before.
When you drive around the Toul Tompong, Kirirom, Olympec and other places in Phnom Penh location, you will see more and more the Vietnamese Coffee Shops with many Vietnamese immigrations.
Vietnamese young girl with her short skirt which is attracted Cambodian people including the students who never like drinking Coffee before here.
A young girl is from South Vietnam. She can not speak Cambodian language including counting Cambodian money, but she could live and run a shop to attract many Cambodian people to drink everyday.
A Vietnamese young girl whom run the Coffee Shop near Human Resources University said, "I do not know how many people come perday, but i have income 500 000 Riel/day."
You could see, she just runs a small Coffee Shop, but she and her family could earn more money. In accordance her incoming, 500 000 Riel is equal around 120$. It is just aday. So how she can earn per month, and year?
I have presented in this Vietnamese Coffee Shop one hour. I see the most of coffee drinking are Cambodian people whom are attracted by her short skirt and white skin.
It is so hard when Vietnamese Coffee Shops increasing from day to day, and Cambodian people still have no job, but they must spend time for coffee drinking and to see Vietnamese young girls.
I'm King of Cambodia peoples are give me nothing, CPP is gave me every things, why should I care about them, they're nothing, I'm King soon to be Champa King.

To cement the resulting alliance, Chey Chettha was married to Princess Nguyễn Thị Ngọc Vạn, a daughter of Lord Nguyễn Phúc Nguyên, in 1618.[3] [4] In return, the king granted the Vietnamese the right to establish settlements in Mô Xoài (now Bà Rịa), in the region of Prey Nokor—which they colloquially referred to as Sài Gòn, and which later became Ho Chi Minh City.[1][5]
In 1623, Chey Chettha allowed the Vietnamese to set up a custom house at Prey Nokor, in order to collect taxes.[4] This settlement was the start of a major expansion by the Vietnamese beyond the borders established by Lê Thánh Tông in 1471. If we converted this income, it will be $125.00 US dollar. This can make her whole family live easily by working for the shop. Vietnamese Coffee Shops increase silently from day to day; whereas Khmer people have no job, but they spent their tiny income in Vietnamese shop to enjoy the view of short skirt and white skin. The most worrying is Youn use “Srey Youn” to swallow Khmer land. If Khmer men were not aware of this situation, will Ho Chi minh complete his plan to conquer Cambodia? After Khmer history, Chey Chestha II, Sihanouk and Hun Sen have Youn wife seem that Youn have accomplished substantially its plan. Furthermore, with the unconscious Khmer men get crazy with short skirt and white skin without thinking the destiny of their own nation, it is simply a complementary force for Ho Chi Minh‘s plan.
