រតនគិរីៈ ក្រុម​ហ៊ុន​​​កៅស៊ូ​វៀត​ណាម Hoang Anh Gia Lai (HAGL) ​មិន​បាន​រក្សា​ពាក្យ​សន្យា​របស់​ខ្លួន​ដែល​ថា នឹង​ដោះ​ស្រាយ​​​បញ្ហា​សិទិ្ធ​មនុស្ស និង​បរិស្ថាន នៅ​ចំការ​របស់​ខ្លួន ក្នុង​ប្រទេស​កម្ពុជា។ នេះ​បើ​យោង​តាម​អង្គ​ការ​ Global Witness ​បាន​ថ្លែង​ឲ្យ​ដឹង​កាល​ពី​ម្សិលមិញ។

​កាល​ពី​ខែ​ឧសភា ​អង្គ​ការ​មិន​មែន​រដ្ឋាភិបាល​ដែល​មាន​មូល​ដ្ឋាន​នៅ​ទីក្រុង​ឡង់​មួយ​នេះ បាន​ផ្សព្វផ្សាយ​ការ​ស៊ើប​អង្កេត​មួយ​លើ​​ក្រុម​ហ៊ុន​កៅ​ស៊ូ​វៀត​ណាម​ចំនួន​ពីរ​គឺ HAGL និង​ Vietnam Rubber Group ​ដែល​ខ្លួន​បាន​ចោទប្រកាន់​ថា បាន​បំផ្លិច​បំផ្លាញ​ជីវិត​ និង​បរិស្ថាន ហើយ​មិន​គោរព​ច្បាប់​កម្ពុជា​ដោយ​មាន​ការ​ឯក​ភាព​​ស្ងាត់​ៗ​​ពីសំណាក់​អាជ្ញា​ធរ​។ ​

​លោក Megan MacInnes ​​ដែល​ដឹក​នាំ​កម្ម​វិធីដី​ធ្លី​នៃ​អង្គ​ការ Global Witness បាន​ឲ្យ​ដឹង​ក្នុង​សេចក្តីថ្លែង​ការណ៍​ថា៖ «​​ក្រុម​ហ៊ុន HAGL ​​​ស្ទាត់​ជំនាញ​ល្អ​​ខាង​សន្យា ប៉ុន្តែ​មាន​ជំនាញ​អាក្រក់​មិន​រក្សា​តាម​ការ​សន្យា​នោះ​»។
​«ក្រុម​ហ៊ុន​បាន​រវល់​ប្រាប់​យើង​ និង​អ្នក​រាល់​គ្នា​ថា ​ខ្លួន​ច្បាស់​លាស់​​ក្នុងការ​ផ្លាស់​ប្តូរ​របៀប​ការ​ងារ​របស់​ខ្លួន​ ប៉ុន្តែ ភស្តុ​តាង​បាន​បង្ហាញ​ថា ការ​កាប់​ឈើ​នៅ​តែ​បន្ត ហើយ​ប្រជា​ជន​​ដែល​​ដីស្រែ​ចំការ​របស់​ខ្លួន​ត្រូវ​បាន​​ឈូស​ឆាយ​នោះ​នៅ​តែ​កំពុង​ខិត​ខំ​ដើម្បី​ចិញ្ចឹម​ខ្លួន​»។

​​អង្គ​ការ​ក៏​បាន​ព្រមានអ្នក​វិនិយោគ​ក្នុង​ក្រុម​ហ៊ុន​ថា ឥឡូវ​នេះ «​ក្រុម​ហ៊ុន​មាន​ហានិភ័យ​ខាង​ហិរញ្ញវត្ថុ និង​កេរ្តិ៍​ឈ្មោះ​ ហើយ​​«​បានផ្តល់​អនុសាសន៍​ឲ្យ​ពួកគេ​ដក​ការ​វិនិយោគ»។​

អង្គ​ការ​បាន​ចុច​យក​​ International Finance Corporation និង​ធនា​គារ​ហូឡង់ ដែល​ជា​អ្នក​វិនិយោគ​ ​គួរ​​យក​ចិត្ត​ទុក​ដាក់​។ ទោះ​ជា​យ៉ាង​ណា IFC កន្លង​មក​បាន​ថ្លែង​ថា ខ្លួន​បាន​វិនិយោគ​លើ​ក្រុម​ហ៊ុ​ន​ហៅ​ថា Dragon Capital ​ដែល​បាន​វិនិយោគ​ក្នុង​ក្រុម​ហ៊ុន HAGL ​ចំណែក​ឯ ​ធនា​គារ​ហូឡង់​បាន​បដិសេធ​ថា ខ្លួន​មិន​បាន​វិនិយោគ​ក្នុង​ក្រុម​ហ៊ុន​​ទេ។

​ដឹក​នាំ​ដោយ​លោក Doan Nguyen Duc ​ក្រុម​ហ៊ុន HAGL ​គឺ​ជា​ក្រុម​ហ៊ុន​ឯក​ជន​ធំ​បំផុត​របស់​វៀត​ណាម។ ក្រុម​ហ៊ុន HAGL ​មាន​ក្រុម​ហ៊ុន​បុត្រ​សម្ព័ន្ធ ដូច​ជា ​Hoang Anh Andong Meas, Hoang Anh Oyadov និង​ក្រុម​ហ៊ុន Heng Brothers ដែល​សុទ្ធ​តែ​មាន​មូល​ដ្ឋាន​នៅ​ខេត្ត​រតនៈគីរី។

​​លោក ស៊ុន ឆ័យ ​តំណាង​រាស្រ្ត​គណបក្ស​ប្រឆាំង ដែល​បាន​ស៊ើប​អង្កេត​សកម្ម​ភាព​របស់​ក្រុម​ហ៊ុន​នៅ​កម្ពុជា​​អស់​ជា​ច្រើន​​ឆ្នាំ​មក​ហើយនោះ បាន​ថ្លែង​ថា ប្រតិបតិ្ត​ការរបស់​ក្រុម​ហ៊ុន HAGL ​បាន​បង្កើត​គ្រោះ​មហន្ត​រាយ​ធំ​នៅ​កម្ពុជា។​

​លោក​បាន​បន្ថែម​ថា៖ «​ខ្ញុំ​ឆ្ងល់​ថា មាន​ប្រទេស​ណា​លើ​ពិភព​លោក​​ឲ្យ​ព្រៃដូច​​រដ្ឋាភិបាល​កម្ពុជា​ទេ ... គ្រោះ​មហន្តរាយ​បាន​ចាប់​ផ្តើមនៅ​វៀត​ណាម ហើយ​ទៅ​ឡាវ។ ឥឡូវ​នេះ វា​ជា​គ្រោះ​មហន្ត​រាយ​ធំ​នៅ​កម្ពុជា​»។

«​គេ​គ្រាន់​តែ​បង្កើត​ក្រុម​ហ៊ុន​ក្លែង​ក្លាយ ហើយ​យក​ដី​សម្បទាន​ពី​រដ្ឋាភិបាល​ដើម្បី​លក់[ទៅ​ឲ្យ​ក្រុម​ហ៊ុន​HAGL] ... ​វា​ប៉ះពាល់​ដល់​អធិបតេយ្យ​ភាព​ប្រទេស​ផង​ដែរ​»។

​ការិយាល័យ​ក្រុម​ហ៊ុន HAGL នៅ​​វៀត​ណាម បាន​បដិសេធ​មិន​ផ្តល់​ការ​អត្ថា​ធិប្បាយ​អំពី​សេចក្តី​ថ្លែង​របស់​អង្គ​ការ​ Global Witness ​​កាល​ពី​ម្សិល​មិញ ហើយ​ការ​ហៅ​ទូរស័ព្ទ​ទៅ​ក្រុម​ហ៊ុន​បុត្រ​សម្ព័ន្ធ​នៅ​កម្ពុជា ពុំ​ទទួល​បាន​ការ​ឆ្លើយ​តប​ទេ។

​អង្គ​ការ​ Global Witness ​បាន​ឲ្យ​ដឹង​ទៀត​ថា ​កាល​ពី​ខែ​កញ្ញា ក្រុម​ហ៊ុន​បាន​ព្រម​ព្រៀង​ឲ្យ​មាន​ការ​ធ្វើ​សវនកម្ម​ឯករាជ្យ ប៉ុន្តែ​បាន​ដក​ថយ​​​​វិញ​ដោយ​គាំទ្រ​​នូវ​​ «កម្ម​វិធី​សង្គម» ដែល​ «​ហាក់​ដូច​ជា​គ្មាន​អ្វី​ទេ ក្រៅ​ពី​ការ​អនុវត្ត​​ទំនាក់​ទំនង​សាធារណៈ​នោះ។

​លោក ឆាយ ធី ​​អ្នក​សម្រប​សម្រួលរបស់​អង្គ​ការ​អាដហុក ប្រចាំ​ខេត្ត​រតនៈគីរី បាន​ថ្លែង​ថា ក្នុង​អំឡុង​ពេល​បោះ​ឆ្នោត ​​ក្រុម​ហ៊ុន​ HAGL ​បាន​ឈប់​ប្រតិបតិ្ត​ការ​ក្នុង​ខេត្ត​ ក្នុង​គោល​បំណង​ប្រមូល​ការ​គាំទ្រ​ឲ្យ​គណបក្ស​ប្រជា​ជន។

​លោក​បាន​បន្ថែម​ថា៖ «​រយៈពេលប៉ុន្មាន​ខែ​ក្នុង​អំឡុង​ពេល​បោះ​ឆ្នោត ក្រុម​ហ៊ុន​ HAGL ​មិន​បានអភិវឌ្ឍ​ទេ។ ផ្ទុយ​ទៅ​វិញ ​ដោយ​សហ​ការ​ជាមួយ​នឹង​អាជ្ញា​ធរ គេ​បាន​ផ្តល់​ជា​អំណោយ ... ដល់​ប្រជាជន ដើម្បី​បំពេញ​ចិត្ត​របស់​ពួកគេ​ ហើយ​ [​លើក​ទឹក​ចិត្ត​ពួកគេ]​ឲ្យ​បោះ​ឆ្នោត​ជូន​គណបក្ស​កាន់​អំណាច»។ លោក​បាន​បន្ត​ថា ​ចាប់​ពី​ពេលនោះមក ក្រុមហ៊ុន​បាន​ចាប់ផ្តើម​ទិញ​ឈើ​ប្រណិត​​លក់​នៅ​ផ្សារ​ងងឹត។​

​លោក ធួយ អេង អាយុ ៥០ ឆ្នាំ អ្នកភូមិ បានថ្លែង​កាល​ពី​ម្សិលមិញថា ក្រុមហ៊ុន Hoang Anh Andong Meas ក្នុង​ខែ​កុម្ភៈ ​បាន​​​​ចាប់​យក​ដី​ស្រែចំការ​របស់​លោក ៨ ហិកតា ក្នុង​ស្រុក​កូនមុំ ខេត្ត​រតនៈគីរី។

​លោក​បាន​បន្ត​ថា៖ «​យើង​​​ត្រូវ​បាន​គេ​បងសង ១០០ ដុល្លារ​ក្នុង​មួយ​ហិកតា។ យើង​​បាន​ ១០០០ ដុល្លារ​ក្នុង​មួយ​ហិកតា ប៉ុន្តែ​យើង​បាន​ទទួល​យក​វា វា​ប្រសើរ​ជាង​អត់​»៕ TK

WAS THE KOH PICH BRIDGE'S INCIDENT ACCIDENTAL OR PLANNED ?

Any autocratic regime in the world is so afraid of the mass gathering because once that gathering were turning against them, they would not be able to contain it.

Every year in Cambodia, during the water festival - Bonn Om Touk – millions of people were gathering to see the racing boats. That made the puppet government and its master Vietnam very nervous. They might have thought that what would happen if those people used that occasion and turned it into a sea of demonstration against them?

In order to disrupt that annual gathering, they might have created that disastrous event in Koh Pich – showing, proving to people that huge crowd is very dangerous, thus people must stay away from huge crowd in the future.

The absence of the water festival in the following year might underscore the assumption that the Koh Pich Bridge’s incident was planned.

Khmer people must wait and see for this year ( 2012). If there was no water festival in Cambodia, there would be a stronger possibility that the deadly event in Koh Pich was premeditated. The international community, the CNRP, and Khmer people must find the mastermind behind this horrible crime.

It is highly likely that Vietnam was the mastermind behind that incident because logically and humanly it is difficult for Khmer people to kill their own people like that.

The ulterior motive ( the ultimate goal ) behind the catastrophic event in the koh Pich bridge was to put an end to the yearly millions people gathering. It does not matter to the expansionist Vietnam whether Khmer culture or custom disappear or not.

Note: I wrote this comment and posted in KI a couple of months ago. Now, this year (2012), there is no water festival either, citing Sihanouk’s death was the cause of the cancellation.

Historically, how many times in the past that Cambodia failed to celebrate the water festival ?

Now, this year, 2013, there is no water festival again. The flood was the reason for the cancellation.

How about next year?

The chance to celebrate the water festival will be slim if the puppet government was still in power because Vietnam and Hun Sen worried that people might use that moment to mount a huge demonstration against them.

Wake up Khmer people !! Everything is almost gone under this puppet Hun Sen’s government.

Khmer people, especially the CNRP, must exert their best concert efforts to claim the election’s victory. We cannot let this CPP thief stole Khmer people's votes like that.

We must realize that decades - 30 to 50 years - from now, Khmer people’s sacrifice to save Cambodia will produce fruitless result because Vietnam’s influence were so overwhelming by that time.

If we wanted to save Cambodia, this would be the right time because the CNRP had won the election, which is a solid foundation for the CNRP to succeed.
