What Deadlock? Video Defends Legitimacy of CPP Government


Is the royal government of the fifth mandate really illegitimate?

That was the question posed Friday by the Council of Ministers in a 52-minute-long video that accused the opposition party of libel, lauded the virtues of the Na­tional Election Committee (NEC) and sought to deflect criticism of the disputed outcome of the July national election.

“Under the management of the National Election Committee, Cambodia held a general election on July 28, 2013, in a free, fair and transparent manner,” the narrator says in the video, which features scenes from election day and excerpts from press conferences given by election officials.



“The NEC did its best to comply with the Constitution and the Law on the Election of Members of the National Assembly as clarified by [NEC Secretary-General] Tep Nytha,” the narrator states.
Accompanying footage shows Mr. Nytha claiming that the NEC was well-prepared for the election and used a voter list that was “generally regarded as higher quality” than that of other countries, though he gives no comparative examples.

Mr. Nytha does, however, concede that it is “not uncommon to have minor breaches of the law” when running elections.


The video, which is posted on the Council’s Press and Quick Reaction Unit’s website, also depicts Prime Minister Hun Sen and Deputy Prime Minister Sok An lambasting the Committee for Free and Fair Elections in Cambodia (Comfrel), which said in the days leading up to the July vote that the indelible ink used to mark the finger of people who have voted could be washed off using household products and water.

Opposition party supporters in the Council’s video are depicted as hooligans rampaging around Phnom Penh with samurai-style swords and rocks.

To answer the question asked in the title, the narrator says that there has been “no political deadlock or crisis” since polling day.

“Although the National Assembly and Royal Government were legally formed in accordance with the Constitution, the opposition is habitually stubborn; rejecting the election result when they lost and fraudulently misleading the public and disrespecting the Constitution.”

Such protestations were “thwarted and refuted through a roundtable discussion of legal experts,” the narrator states.

“The reality is that the CPP got 3.2 million votes and the CNRP got only 2.9 million votes. As a matter of fact, the result in this mandate was that the CPP won 68 seats and the CNRP only 55 seats. However, the CNRP makes an exaggerated claim that they won 63 seats and sometimes they even said they won 73 or 76 without proof.”

Political analyst Kem Ley said he had not seen the video, but said that the government and the Council of Ministers should focus on investigating the irregularities instead of propagandizing the result.

“If we need to fix all election issues, we need to study the processes of the election since voter registration,” he said. “I think that right now [the government] is illegal. It’s an illegitimate government—even the National Assembly.”

Next round of negotiation mostly pertaining to NEC's reform ?

The NEC's reform should have been done before the July 28th 2013 election.

With the new NEC, even if the CNRP won the 2018 election, Cambodia will still have the same problem: the Yuon slave party CPP will not relinquish the power. If the CNRP was not blind, they would see this. So, it is simply stupid to waste time talking about the NEC reform for 2018 while the CNRP had won the 2013 election already.

The CNRP,

You must open your eye and do something right for Khmer people who voted for you and for Cambodia’s existence.
The people have said loudly and clearly: NO negotiation with the loser CPP and you kept defying people’s wills.

Please lay out a good plan, which has a few steps, to claim your deserved victory. You must find ways to overcome the obstacles created by the puppet party CPP and stay away from Preah Reach Damress Sdach Leukeu Sihamoni. Also, it is wise to stop touting Sihanouk – Sdach Lob - who had created a big mess for Cambodia.

It is true the NEC comply with CPP requirements. It is also true that NEC did little or nothing for the voters.
The creator of these problems is solely on the NEC, it lack of neutrality and independence mean it it act as an agent for the CPP government working hard to ensure the opposition CNRP will not get their votes from that it millions of supports want. By NEC not having their name in the voter list despite check their name prior and it was registered. In addition dead people, people who move or on holiday has been voted by someone else.

In addition the role of the constitution council are not much more than to help CPP comply as winner despite the cheat and the election rigging.

That is why NEC,CC & CPP refuses to probe into election irregularity. Because in doing so it would reveal to the public how NEC cheated, rigger and fraudulently acts to facilities the CPP to win the votes i.e one CPP votes can votes more than twice or three time. The same group of voters are bus to different region with NEC given the "special" voters list. This is reduced some what when CNRP announce to it supports to stick around and monitor their votes. It only reduce and minimised CPP & NEC who is well planned and experienced in elections rigging over the years.
So again and again CPP always have something to hide by NOT MAKING THE ELECTION PROCESS END2END transparent and open to the public and most important is the counting that is not broadcast properly and and dispute handling is NOT done. So as voters you really don't know that your vote actually goes to the party of your choice.

If you look at merits the CPP has 0 policy that mean to majority of the populations the CPP will not do anything to look after the electorate. However 0 policy and no change allow CONTINUE CORRUPTIONS, ILLEGAL DEFORESTATION, LAND AND PROPERTY EVICTIONS, 99 YEARS LAND CONCESSION (GIVE AWAY TO VIETNAM) because Vietnam will claim that it have lived here for 50 years which make them owner of the land even after 99 years has lapsed. More so the current un-challenge and inaction of illegal immigrant grant access by the CPP for the CPP.

In probing voting irregularities it will also reveal how much of the "illegal immigrants" played a key role in CPP & Hun Sen so election victory. NEC knew to remove name of voters that they know support CNRP and replaced them with the illegal immigrant from Vietnam. Hence it is why all Khmer voters and CPP are mostly illegal immigrant.
Because to every Khmer there 7 policies of the CNRP that benefits the population nation wide. Who in their right mind who rejects those 7 key policies of the CNRP to have pension, increase in wage, medical, education, infrastructure building nation wide especially along the rural and remotes boarder where boarder encroachment occur by Vietnam. The sad part of Cambodia's Vietnam is to have a theft as neighbour and the theft are also a covert coloniser of the CPP. To them it simply extend their government of it people in Cambodia via CPP. Fine that CPP got NO policy. BUT THAT IS CPP POLICIES IT ALLOW THE SMALL PERCENTAGE of CPP officials and it associate to continue it corruptions and taking in Cambodia RESOURCES AS THEIR PERSONAL RESOURCES WITHOUT AND FEAR OF GOING TO GOAL as in the END THEY ARE PROTECTED BY CPP AND SUPPORTED BY HUN SEN. The Anti corruption laws exit like immigration laws but it mean nothing as they WILL IGNORE IT. Similarly why CPP is currently AN ILLEGAL AND ILLEGITIMATE GOVERNMENT because they IGNORE THE CONSTITUTION ARTICLE 76, the 50 +1 say which party to win a government but to LEGALLY FORM A government it need 120 MPs to be sworn in first THEN the 50 +1 party who have WON can Legally take government which IS NOT THE CASE AS CPP GINORE ARTICLE 76. Just like they IGNORE PEOPLE request to PROBE INTO VOTING IRREGULARITIES as they KNOW they are the one who set it up the culprit.

The current government of PM Hun Sen is certainly an illegitimate government with unconstitutional Parliament and illegal Cabinet!

However, this illegitimate government will be unfortunately become quite legitimate soon considering the path CNRP is contemplating of taking and has now begun moving into!

The discussion of the election fraud and the constitutionality of this government has now become simply one chapter in the new history books and a hot political topics for political analysts and common folks to discuss and digest on radio or TV and at coffee tables respectively throughout the country.

Like it or not it appears that the momentum for the investigation of election irregularities has been lost by the CNRP and this key issue, though appearing to be still part of the pursued objectives, will soon be buried underneath many other less critical objectives the CNRP is pushing for right now.

Demanding that key members of the NEC be fired appears more or less a desire to take revenge rather than a push for a true reform of this institution. With a true reform it does not matter who sit in the NEC, they will have to play by the rule of the new election laws and their works will be scrutinized by an independent body thus making their actions answerable to the rule of laws when the courts become separated from the ruling CPP. Independence of the courts is a priority in any negotiation; otherwise, Mr. Sam Rainsy may have to pack up and run away again in the near future.

PM Hun Sen and his cabinet have a good reason now to start pouring some whisky and congratulate themselves for their battle of wits, persistence and political calculation which includes, among other things, a willingness to take risk.

The opposition supporters should perhaps now begin to think of the strategy on how to control the direction of the CNRP in a manner that forces it to work effectively to counter any government policies that would adversely affect their livelihood and surroundings.

Congratulations, PM Hun Sen on soon becoming the legitimate leader of fifth mandate of the Royal Government of Cambodia with the distasteful blessing of the King even though you have undoubtedly lost the election!

This election should also serve to remind Cambodians, who desire changes, once and for all that the monarchical institution exists only to legalize a fraud election of the Strongman of Cambodia and his treaties with foreign nation(s).

It is my sincere hope that the future of CNRP remains as best as ever and that they are able to accomplish their works as a viable opposition. CNRP survival depends on whether or not the top leadership can function effectively as an opposition in the Parliament and how they can keep their supporters united in this climate of emerging political differences and thoughts among its supporters, especially the oversea financial backers and supporters who perhaps have no stomach for any negotiations with Hun Sen without first finding out what happens to "MY VOTE".

If CPP said that NEC crooks didn't do anything wrongs WHY CPP KEPT SAYING THEY WILL DO A DEEP NEC STRUCTURE REFORMED. These crooks including this phatetic weak king are putting their own wealths, powers, fame ahead of Cambodia safety. interests, territories Integrity, well-being, health's at risks. An unwritten jungle laws still been used in Scambodia. Cambodia Constitutionals are only as good as those who used it to break the laws. CPP still using monarchy as face to hide their unlawful acted and this king knew it but chosen to support these Cambodia traitors.

Hanoi has been taking over Cambodia quietly, the only way out is to rise up all over Cambodia to break the backbone of Hanoi's puppet CPP. The sooner we do this the better.
