Cambodian government to allow adoptions next year

PHNOM PENH (The Cambodia Herald) -- The Cambodian government will once again allow adoptions in 2014, after around a four year hiatus, said Nim Thot, undersecretary for the Ministry of Social Affairs and Youth Rehabilitation.

He said adoptions had been banned in Cambodia after the passing of Cambodia’s Inter-Country Adoption Law in December 2009.

The announcement to once again allow adoptions came after a national training and consultation seminar on domestic and inter-country adoption in Cambodia.

The aim of the consultation was to discuss Cambodia’s progress regarding the implementation of the 1993 Hague Convention on the Protection of Children and Co-operation in respect to the Inter-country Adoption (1993 Hague Convention) and the Inter-Country Adoption Law with the Permanent Bureau of the HCCH.
The Cambodian government decided to put adoptions on hold because some people who had adopted Cambodian children, adopted not for humanitarian reasons, but for human trafficking.

Some foreign countries such as Australia, Canada, and Britain also banned their citizens from adopting children from Cambodia because an allegation had surfaced that people were trafficking children through adoptions.

However, at the training Wednesday, Nim Thot denied that there was any cases of trafficking of Cambodian children as claimed.

He said some 3,800 Cambodian children adopted by foreigners from 1987 to 2009 had the good fortune of being adopted, and there were no reported abuses or trafficking.

Cambodia’s Justice Minister Ang Vong Vathana said that the Cambodian government recognizes the rights of children, and the limit of our implementation in the past, prompting the delay of adoptions because some con-people used this for their own benefits.
