The Rasmei Kampuchea reported that Chea Xim made this declaration at the party central committee office on 14 March. Kep Chuktema, the governor and the CPP party president of Phnom Penh city, said that for the CPP to capture 6 seats, the Phnom Penh CPP party must expand the party membership to 400,000. In front of Chea Xim, Kep Chuktema pledged that he will work hard to wrestle the 6 seats set by the party. He said that for the CPP to win in Phnom Penh, he will start repairing as many of the new and old roads as possible, starting from now on.
