Report indicated that So Akano returned from France two years ago. He was kidnapped by a gang of four men and pushed into a Lexus 300 vehicle when he was traveling by car and was approaching his home located near Chroy Changvar commune. The kidnapping took place on 08 October and the kidnappers demanded a ransom of $1 million. Counting from the date of the kidnapping and the date of his release, the victim was taken hostage for more than 15 days.

The municipality of Phnom Penh held an important meeting on Monday, under the presidency of Kep Chuktema, the governor of Phnom Penh, in order to impose measures to eliminate a group of armed bandits in Phnom Penh city, especially, a group of bandits who use AK-47 rifles, and bandits who beat up foreigners in order to snatch their purses. The Rasmei Kampuchea newspaper reported that, during the meeting, Kep Chuktema issued stern orders to police, military police, and local authorities to successfully put down the group of thieves. Kep Chuktema advised the police that, before taking down the bandits, they should look among their police officers, military police officers and soldiers ranks first, because these bandits must be close to the police for them to have access to AK-47 and ID assault weapons. General Touch Naroth, the police commissioner for the city of Phnom Penh, indicated that the AK-47 bandits also have at their dispositions 2 ID riffles, and 3 other firearms to use during their robberies. During the robberies, the bandits contact each other over the radio to plan their escape. He said that the police have found some clues to these bandits: one of them is a lieutenant who provided the guns and the ID riffles for use in the robberies.
