David Chhaynava, Chea Sim’s advisor in charge of legal affairs, is currently charged by the police of shooting in public and disturbing public order, last Sunday.
Chhit Vuthy, the deputy police chief at the Phsar Kandal 1 market, said that at 1:00 AM on 14 October, 30-year-old David Chhaynava used a Glock (?) hand gun, and fired 4 shots into the air after partying at the River House restaurant, located along the river, parallel to Quai Sisowath.
Chhit Vuthy said: “It’s light because he did not shoot anybody with his gun, but what he did in the middle of the night at 1:00 AM caused panic among the people who live nearby, and causing them fear. He got out of Restaurant River House, and he seemed to have an argument with his friends who came to eat with him.”
General Touch Naroth, Phnom Penh police commissioner, added that this case caused fear, and it seriously affects public order, this is what the (city) authority wants to prevent.
Touch Naroth claimed that the police is conducting additional investigation, and is building up a case to send to the court.
Touch Naroth said: “It caused public disorder, and fear. We are applying the law to build the case and send it to the court. It’s up to the court to decide, this is an actual offense case.”
David Chhaynava is a Cambodian-American who opened a law office called “International lawyers’ club”. He was disbarred by the Cambodian Bar Association because of his professional ethics violation.
Last year, David Chhaynava was sentenced by the court to 1-1/2 month jail time after the city of Phnom Penh sued him for destruction of public properties, when he drove his Hummer SUV to race inside a park in the middle of Phnom Penh.
Recently, local newspapers reported that David Chhaynava was nominated as Chea Sim’s advisor, in charge of legal affairs. However, Chea Sim’s office did not confirm nor deny this claim yet.
