The Kandal provincial court issued a ruling to detain the former Preah Vihear deputy provincial governor, and his younger brother, for intentionally setting up a fire, and colluding with each other to set a fire. Tuo Thien Tey and his younger brother were arrested by the police on 10 December in Banteay Meanchey province, and they were sent to the Kandal provincial court on 11 December so that legal measures can be taken against them. After questioning, the court issued a detention order for the two stemming from the charges brought against them by the prosecutor. Tuo Thien Tey was accused by the prosecutor of colluding to set up a fire, and Tuo Tek, his brother, was accused of intentionally setting up a fire to burn down an excavator in village No. 2, Kampong Svay commune, Serey Sophorn (Sisophon) district, Banteay Meanchey province on 16 July 2007. Tuo Thien Tey was the former Banteay Meanchey deputy provincial governor from Funcinpec.

The city of Phnom Penh has added two new deputy governors during a ceremony held on 12 December. In a sub-decree dated 07 November 2007, the government had decided to transfer Chan Sam An, the former Siem Reap deputy provincial governor, to become a deputy governor for the city of Phnom Penh, replacing Khon Sea who resigned due to health problem. Another sub-decree dated 26 October 2007 nominated Chea Sothon as the deputy governor of the city. He was the former deputy cabinet chief for Chea Sim, the Senate president. Up to now, the city of Phnom Penh counts 9 deputy governors, in addition to Kep Chuktema, the city is now led by a group of 10 men.

A Funcinpec deputy governor for the city of Phnom Penh quietly sent in his resignation letter on 03 September 2007, claiming that he cannot work because of a traffic injury sustained in the US. Phnom Penh governor Kep Chuktema told local newspapers that Khon Sear, his deputy, indeed sent in his resignation letter. Khon Sear disappeared for almost one year already. Khon Sear was in charge of women and children affair, cult and religion, and social welfare. Nouv Sovathero, Funcinpec spokesman, said that Khon Sear resigned because he was injured in an accident and he cannot work. Nouv Sovathero said that Funcinpec proposed a new candidate to this position to the government already, and the government also accepted this new candidate, but he declined to give out the name of the new candidate. Currently, the city of Phnom Penh has 9 deputy governors: 6 from the CPP and 3 from Funcinpec.

According to the Wednesday’s edition of The Cambodia Daily, doctors have amputated the left leg of a deputy governor of Pailin city, from the knee down, due to diabetes. Nuon Chivy, wife of 58-year-old Mey Meak, the deputy governor of Pailin City and a former Khmer Rouge official, indicated that her husband is affected by diabetes for 7 years already. Nuon Chivy said that her husband left home in Pailin City on Friday and was hospitalized at Calmette Hospital on Saturday. His leg was amputated on Sunday. Ros Noeun, the secretary-general of Pailin City, said that Mey Meak’s leg was injured by a small piece of rock when he was walking bare feet a few weeks back, and the injury was infected. Because of this, doctors have decided to amputate his leg. Ros Noeun indicated also that Mey Meak is in charge of air traffic at the Pochentong airport between 1975 and 1979. Later on, he became Pol Pot’s secretary between 1979 and 1996 when he surrendered to the government.
