Cambodian Organizations Join Together for ‘Healthy Community’ Plan

“Within LA County, there are 88 cities and about 40,000 to 60,000 Cambodians, but we only have about 4,000 of them registered to vote.”
Five organizations in Southern California have joined into an umbrella group in an effort to better address the needs of Cambodian-Americans in the city of Long Beach.

The United Cambodian Community, the Khmer Parents Association, Khmer Girls in Action, the Cambodian Association of America, and Families in Good Health will meet frequently to discuss a “healthy community” initiative in the state.

Members met last week to discuss potential development projects.

Names Missing from Voter Rolls

Cambodians are finding themselves left off voter lists or unable to register ahead of commune elections.

At least 1.5 million Cambodians will lose their right to vote in upcoming commune elections due to irregularities in voters’ registration lists, according to an election monitoring organization.

Koul Panha, executive director of the Committee for Free and Fair Elections in Cambodia (Comfrel), said some 1.5 million people who had voted in the 2002 and 2007 commune elections no longer have their names on voter lists ahead of the June 3 polls.

This is a big issue—we can’t find their names. The names have been incorrectly changed,” he said.

This is an information crisis. We are really concerned.

Subedi visit: UN to look at electoral processes

UN Special Rapporteur on the Situation of Human Rights in Cambodia, Surya Subedi, arrives in Phnom Penh today to examine electoral processes in the country.

Subedi will meet with high-level government officials, the UN Office of the High Commissioner for Human Rights said yesterday.

Despite Subedi delivering a damning report to the Human Rights Council in Geneva in September on a polarised parliament and its strangulation of human rights in Cambodia, the government has welcomed Subedi back for an extended two-year mandate.

Voting complaints lodged at NEC

The National Election Committee had received 53 complaints from representatives of political parties and individuals over voters’ lists and the voting-registration process this year, an official said yesterday.

NEC vice-director Sin Chumbo said the complaints had been fallen into two categories: the first comprised those related to the announcement of the voting list, and the second comprised concerns about the process of registering to vote in the election.

She said 12 complaints in total had been filed by commune councils in regard to the voter registration process: eight in Phnom Penh, two in Kandal province and two in Siem Reap province.

The National Election Committee hopes to register some 320,000 new voters between October and December, adding to a list of more than 8.3 million.

The NEC announced its figures on Thursday, following an annual survey of voter registration.

“Cambodians of both genders above the age of 18 who have not registered or have changed their residences have the right to register at the commune office where they are living, NEC President Im Sousdey told reporters Thursday.

However, an opposition lawmaker said the NEC was making a difficult task sound easy.

“The National Election Committee seems to have a willingness to promote non-governmental organizations and opposition parties in attracting people eligible to register,” the Sam Rainsy Party lawmaker, Kuoy Bunroeun, said. “But some legal conditions make their registration complicated, such as [a requirement for] identity cards and a residence book.”

The identification of some 4 million people are set to expire between 2011 and 2012—when commune council elections are scheduled—he said. And around half a million voters have double names on the NEC roster, he said.

Im Sousdey said the Ministry of Interior was considering issuing a subdecree to extend the validity of ID cards, and he denied that 500,000 double names were on the NEC books.

“Commune clerks must write down the ID number of voters on the list and issue a receipt confirming their registration,” he said.

Meanwhile, local leaders like Yon Teng, Bak Dav commune chief in Kandal province's Khach Kanal district, are preparing to canvas for registrations.

“We are preparing all the legal documents for unregistered people who are 18 years old in all the villages,” he said.

Koul Panha, director of the Committee for Free and Fair Elections, said his organization would help the NEC issue campaign information and register new voters, especially through broadcast media.

Election Committee Cleans Up Voter Lists

More than 8.3 million Cambodians are registered to vote, government officials announced Thursday, following a review of voter lists in October.

The new lists include nearly 280,000 new voters, with more than 160,000 names deleted from registries, said EmSophat, a member of the National Election Committee.

“Those who were erased have deceased, changed locations or have double names” in registries, he said.

Cambodia is preparing for commune council elections in 2012, followed by national parliamentary polls in 2013.

The registration clean-up was observed by all five of Cambodia’s main political parties, and no complaints were made.

Observers said such a process in a non-election year was less crucial than in polling years.

The registration of prospective lawmakers, premiership candidates and political parties hoping to vie in this year’s national election starts today, according to a statement from the National Election Committee (NEC).

According to NEC procedure, political parties, prospective lawmakers and premiership candidates are able to register on the NEC’s list provided that the parties are recognized by the Interior Ministry.

Political parties have to deposit 15 million riel (about US$3,750) in Cambodia’s National Treasury, which the party can reclaim if it fails to win more than three percent of the total vote. Political parties also have to field candidates in at least eight of the nation’s 24 provinces.

“The NEC has defined that candidates who cannot register are firstly non-Cambodians; secondly those who have been convicted of misdemeanors or crimes but haven’t been punished yet,” said Tep Nitha, secretary general of the NEC.

He added that candidates who suffer from nervous disorders cannot register, and neither can members of the NEC. Civil servants such as the police and soldiers have to resign from their position seven days before the election if they are standing for political parties, he said.

The ruling Cambodian People’s Party (CPP) - the largest political party in Cambodia - has already prepared a candidate list, while the opposition Sam Rainsy Party (SRP) will submit a complete list early next month, according to party officials.

Eng Chay Eang, secretary-general of the SRP, said his party is currently advising provincial working groups to select candidates for submittal to the party’s leadership. “[The] SRP will send a list of representative candidates for the fourth mandate to NEC in May,” he said.

Keo Rémy, vice president of the Human Rights Party (HRP) said the HRP has not yet prepared a list of candidates, as he claims local authorities are preventing HRP candidates from being certified by commune chiefs.

“The HRP is arguing the problem. I think the grassroots authorities attempted to do this so that the chief of commune council doesn’t certify the name of HRP’s candidates,” he added.

Nan Sy, Funcipec’s spokesman, said that Funcipec party has already prepared its candidate list. “For preparation of representative candidates, Funcipec has evaluated the capacity and popularity of each candidate. We manage this party on democratic principles and were the first to do so. We have prepared a list of candidates who have merits from the bottom to top level of the party,” Nan Sy said.

“A Norodom Ranariddh Party delegation on Saturday last week prepared a candidate list which will be sent to Samdech Krom Preah [Norodom Ranariddh] in Malaysia to review,” said Ranariddh Anandayat, special advisor to Prince Ranariddh, adding that the list will then be sent to the NEC.

Tep Nitha, Secretary General of the National Election Committee (NEC) said yesterday that Prince Norodom Ranariddh, president of the opposition Norodom Ranariddh Party (NRP), can still stand in the upcoming election despite a breach of trust appeal case pending at the Supreme Court.

“[An] individual who the court has decided upon has no right to register as a candidate. But if the decision hasn’t been released yet, he can register,” Tep Nitha said, adding that registration for premiership candidates starts today and ends May 12.

Prince Norodom Ranarariddh is currently in self-exile abroad following his conviction in March 2007 over the sale of the former Funcinpec headquarters. The prince was sentenced to 18 months imprisonment and ordered to pay US$150,000.

Ranariddh (KI-Media: Noranarith?) Anandayat, special advisor to Prince Ranariddh, agreed that the prince can register but was unsure if he would return for the Jul 27 election.

“If the [Supreme Court] releases a decision which convicts him with any punishment, Norodom Ranariddh will ask for a king’s pardon so that he can lead the NRP into the election,” Ranariddh Anandayat said.

Liv Sovanna, a defense lawyer for Prince Ranariddh, said that he was unsure when the Supreme Court will set a date for his hearing.

“The absence of Prince Norodom Ranariddh causes concern that the election will not be free or fair. So, he should seek for resolution with the court,” said Hang Puthea, executive director of electoral NGO the Neutral and Impartial Committee on Free and Fair Elections in Cambodia.

“The government should allow all political parties to conduct equal levels of activities in order to gain support from all citizens,” he added.

Final Voter List at 8.12 Million, NEC Says

The voter registration list for July's national elections has been finalized, with more than 8 million people expected to vote and hundreds of thousands of names dropped or added, officials said Wednesday.

About 587,000 names were cleaned from the registration lists in all 24 municipalities and provinces, and around 911,000 names were added, NEC President Im Suosdey said Wednesday.

"So the voter list for the next election 2008 is now up to 8.12 million," he said, adding that voters will be able to cast ballots at 15,254 stations nationwide.

The NEC made its final decision Tuesday and would move forward with the list, officials said at a press conference.

Opposition lawmaker Kuoy Bunroeun said during the press conference there was still a worry that legitimate voters have been cleaned from the NEC list.

"They will lose their right to vote and chose their representative," he said.

Im Suosdey said the NEC cleared even less names than have been estimated as "ghost names."

Muth Chantha, spokesman for the Norodom Ranariddh Party, expressed concern that ballots would be positioned in homes of villagers, leading to a loss of privacy, but NEC Secretary-General Tep Nitha said the boxes were to be set up this election in schools and pagodas.

Comfrel legal officer Kaing Sovanren recommended the NEC facilitate observers and take into consideration the neutrality of government officials, as well as considering complaints and the transmission of election information.

Im Suosdey said schedules were now being established for the recruitment of an election officer that would help concerned voters find their names on the registration list.

The period for political party registration will be from April 28 through May 12, he said.

The NEC is now looking for more than $6 million to help fund the election, which will cost an estimated $17 million.

The Cambodian government is paying at least $10 million.

Voter turnout for last year's commune elections was only about 70 percent of 7.9 million registered voters, and election monitors and other officials hope the national elections will see a better turnout--closer to the 89 percent who cast ballots in 2002.
