Cambodian Prime Minister Hun Sen expressed doubt on Thursday about the service pattern of some foreign consultants working for donor countries' development projects in Cambodia.
These experts used to be paid dearly, but unable to contribute original initiative to the kingdom, he told a symposium about the partnership between the government and the Asian Development Bank (ADB).
"We can't accept this. They should have shame for these affairs, " he said.
When donor countries provide technical assistance to Cambodia, they request the government to hire foreign experts at high expenses (to carry out relevant projects), thus collecting their money back and making Cambodia receive nothing, he said.
Some consultants just stay at five-star hotels, hire Cambodian students to conduct survey for them, compose their reports on basis of the survey and finally tell the government that this is their achievement, said the premier.
"They steal Cambodian initiatives...This is corruption of intellectual property rights," he said, adding that this should be changed.
Cambodia also needs to strengthen its capacity to finish such projects with its own national staff, he said.
Cambodia is one of the poorest countries in the region and almost half of its annual government budget was met by donor countries in recent years.
