Thailand's Thaksin speaks to Cambodian law-makers

PHNOM PENH — Fugitive former Thai premier Thaksin Shinawatra addressed Cambodian ministers in his new advisory role Tuesday on how to develop their economy during the global recession, reporters said.

The visit to Cambodia by Thaksin, who was ousted in a 2006 coup, has further raised diplomatic tensions with Thailand, which flared last month when Phnom Penh refused to extradite him during his first visit as economic adviser.

Foreign language media were locked out of Thaksin's meeting Tuesday at the Council for the Development of Cambodia, but local reporters said he spoke to between 20 and 30 senior Cambodian ministers and their deputies.

The Thai billionaire telecoms mogul talked about how to develop the impoverished nation's economy during the worldwide financial crisis and discussed agricultural reform, the reporters added.

Thaksin arrived in Phnom Penh on Sunday, and the Cambodian government credited him for the release on Monday of Siwarak Chothipong, a Thai employee of the Cambodia Air Traffic Service jailed for spying on his previous visit.

Siwarak, 31, was handed a seven-year prison sentence last week for supplying Thaksin's flight schedule to the Thai embassy, but he left Prey Sar jail early Monday after receiving a pardon from King Norodom Sihamoni.

Siwarak's arrest last month was followed by a brief tit-for-tat of diplomatic expulsions.

The two countries had earlier withdrawn their ambassadors in the dispute over Thaksin's appointment as government economic adviser.

Angered by Thaksin's presence in Cambodia, Thailand also put all talks and cooperation with the neighbouring country on hold and has torn up an oil and gas exploration deal signed during Thaksin's tenure as prime minister.

Thaksin is living abroad, mostly in Dubai, to avoid a two-year jail term for corruption handed down by a Thai court in September 2008.

He won two elections in Thailand and remains an influential political figure at home, stirring up mass protests by his "Red Shirt" supporters against the current government.

PHNOM PENH — Cambodia has appointed former Thai prime minister Thaksin Shinawatra as economic adviser to premier Hun Sen and his administration, a Cambodian government statement said on Wednesday.

The statement, read out on state television, said Thaksin would serve "as personal adviser to Cambodian Prime Minister Hun Sen and the adviser to the Cambodian government in charge of economy".

The appointment, by royal decree, came almost two weeks after Hun Sen riled Thailand by offering safe haven to Thaksin, who was ousted in a coup in 2006 and is living abroad to avoid corruption charges.

104 people become [wasteful] personal advisors for Cambodian PM

PHNOM PENH, Oct. 11 (Xinhua) -- Cambodian King Norodom Sihamoni has signed a royal decree appointing 104 people as personal advisors to Prime Minister Hun Sen, English-Khmer language newspaper the Cambodia Daily said Saturday.

The advisors have ranks equal to those of undersecretary of state, secretary of state and senior ministers, Cheam Yeap, lawmaker and member of the standing committee of the ruling Cambodian People's Party (CPP), was quoted as saying.

"When the term is finished, personal advisors must be dissolved. So Hun Sen must appoint new advisors for the new five-year term," he said.

Hun Sen remained as premier, as the fourth government of the kingdom was just established in September.

According to the royal decree, the new group of personal advisors run the gamut of profession and experience, and include former commune and provincial officials, TV news anchors and directors, military officers and bankers.

King Sihamoni recently signed a decree to nominate 17 as Prime minister Hun Sen’s personal advisors, in addition to the current occupation of these advisors. Among these advisors, one holds a rank equivalent to that of a senior minister, 16 hold the rank of minister. In addition, 7 other advisors were nominated with the rank of secretary of state, and 1 with the rank of deputy secretary of state. The advisor with the rank of senior minister is no other than General Pol Saroeun, the RAF chief. Those who were nominated as advisors with the rank of minister were: Moeung Samphon: the secretary-general of the Ministry of Defense, Mam Bun Neang, Kep Chuktema, Y Chhean: the former KR and current governor of Pailin city, Has Sareth, Touch Marim: the governor of Kamping Chhnang, Nam Tum, Thach Khon: the governor of Kampot, Yuth Puthang: the governor of Koh Kong, Srey Ben, Kang Heang, An Sum: the governor of Banteay Meanchey, Pech Sokhin, Chhay Sareth, Preab Tan: the governor of Preah Vihear, and Muong Poy. Those nominated as advisors with the rank of secretary of state were: Sbong Sarath, Sok Sareth, Khoy Khun Huor, Pav Ham Phan, Kem Kunavath: the TVK director, and Prak Phally. Srun Saroeun was nominated as Hun Sen’s advisor with the rank of deputy secretary of state.
