NARLD: Opposition brushed aside

Hun Sen publicly announced the new composition of the National Authority for the Resolution of Land Disputes (NARLD). No opposition members are included in it now.

Through a sub-decree signed by Hun Sen on 15 October, the government leader ratified a new composition for the NARLD. Vice-prime minister Bin Chhin becomes the NARLD president. To the difference with the former team, no opposition party members, notably the SRP, are now part of this institution.

Three deputy presidents were also nominated along with Bin Chhin, they are: Im Chhun Lim, the minister of land management who is the no.1 deputy president, Khun Haing, the state minister, and Som Kim Sour, the minister in charge of parliament relationships. 18 other people were also nominated to the NARLD, they consist of ministers, state secretary, cops, army officers and lawyers.

According to this sub-decree, Chay Saing Yun is assigned to the NARLD secretary-general position. He will be assisted by 7 secretary-generals and eight other members.

The old sub-decree which was issued in 2006 is now abolished and replaced by the 15 October 2008 sub-decree. Back then, Sok An was the NARLD president and several members of other political parties were also part of it, including some SRP party members. The numerous land disputes which cropped up during that time all over the country led to the setup of this institution.

Since its creation, several thousands cases were brought up the NARLD. Only the most minor cases were resolved by the NARLD secretary-general. The SRP, even while some of its members took part in the NARLD, denounced the uselessness of this institution.
