Kep Chuktema issued this order because during the upcoming Boat Race Festival (Bon Om Touk), people from the various provinces and municipalities will converge into Phnom Penh in large number, and it is expected that this year, there will be even more visitors than the previous years because Phnom Penh has good safety, is beautiful, and the roads leading to the city are much better. Nevertheless, this situation creates traffic jams in the city and this is the reason why Kep Chuktema issued the warning in advance. The Boat Race Festival will take place between 23 and 25 November, and the city is planning to bring out 3,140 police and military police officers to protect the safety and the order in the city.
