69 generals to retire

General Neang Phat, the secretary of state at the ministry of National Defense and president of the committee to resolve military policy, said that among the high ranking generals who received their retirement announcement, 9 are 3-star generals, 19 are 2-star generals and 41 are 1-star generals. Furthermore, 88 colonels are classified as type 2 soldiers who will be planned to retire in 2011 among a total of 5,615 soldiers.

In a royal decree signed by King Sihamoni on 20 August 2011, the king ordered 11 top ranking government officials to retire from their public duty starting 01 August 2011, and they are to preserve their political duties until a new decision will be made by the government.

The 11 high-ranking officials targeted in the royal decree include PM Hun Xen, the administrator of the executive banch, Sar Kheng, the highest ranking official at the ministry of Interior, Sok An, Say Chhum, Bin Chhin, Nhim Vannda, Var Kim Hong, Ieng Mouly, Min Khin, Chumteav Som Kim Suor and Ang Vong Vathana, all of them are government administrators.

Cambodia is preparing to retired 3,000 soldiers this year, in a bid to continue the reform of its security forces, a senior official said Thursday.

“There has been some preparation, and there is the possibility we will do it this year,” Defense Minister Tea Banh told VOA Khmer.

Cambodia hopes to eventually reduce its forces from 200,000 to 80,000.

About 100,000 soldiers are ready to retire, Tea Banh said, but the government lacks the budget to fund their retirement.

Rank, title and other details for the retirees have not been publicly released.

An infantry officer, speaking on condition of anonymity, said about 1,600 infantry personnel due to be retired, from either disability or age. About 20 military advisers are due to be retired soon, the official said.

The latest defense White Paper, published on the Ministry of Defense’s Web site, says the government has largely completely the demobilization of army personnel.

“Although 15,000 personnel, the number intended for demobilization in phase two, remain to be demobilized, the current figure represents a significant reduction compared to the approximately 165,000 personnel serving before1999,” according to the White Paper.

The five-year plan of the government calls for the demobilization of 30,000 soldiers, starting in May 2000, with a budget from donors of $45 million, but the plan was delayed until mid-2003.

Tea Banh said this year’s retirement is not budgeted through donor assistance.

The infantry officer said many soldiers want to retire, in exchange with an offer of land and money from the government.

In years past, Cambodia spent up to 30 percent of its budget for defense and national security. In 2009, defense was budgeted for $160 million of a total $1.8 billion.

In application to the rule of the Cambodian police administration, and based on the request made by PM Hun Xen, recently, Chea Xim, acting in the name of King, signed a retirement order for 21 high-ranking police officers. Among the retired police officers, 4 are 4-golden-star police generals: Yem Phoeun, Prok Saroeun, Van Noy and King Samnang; 8 are 2-golden-star generals: Hul Sakda, Pot Kroch, Chan Rithy, Sam Sakun, Ou Hay, Chea Kim Ly, Yin Sovann and Nim Samut; 9 are 1-golden-star generals: Prom Than, Nou Noeun, Heng Sem, Thoeung Sem, Um Youran, Ek Chhom, Oak Thorn, Yin Chheangly and Sim Sambor. The royal decree is effective on the date of the king’s signature, i.e. 14 September 2009.

Cuba's ailing leader Fidel Castro has announced he will not return to the presidency, in a letter published by official Communist Party paper, Granma.

"I neither will aspire to, nor will I accept, the position of president of the council of state and commander in chief," he wrote in the letter.

Mr Castro handed over power temporarily to his brother, Raul, in July 2006 when he underwent intestinal surgery.

The 81-year-old has ruled Cuba since leading a communist revolution in 1959.

In December, Mr Castro indicated that he could possibly step down in favour of a younger generation.

In the letter published on Granma's website during the middle of the night in Cuba, Mr Castro said he would not accept another term as president because of the health problems when the National Assembly meets on Sunday.

The National Assembly is widely expected to elect Raul Castro as his successor.
