Another internal dispute within Funcinpec regarding party [secretary-general] nomination

Following the resignation of Samdech Krom Preah from the presidency of the National Assembly, there is another undercurrent emanating from within the [Funcinpec] party regarding the nomination of new party secretary-general position.

The two confronting parties were clearly discernable on the morning of 04 March 2006, yesterday, following the urgent meeting at the party headquarter near Chrauy Changvar bridge in Phnom Penh. The problem which could degenerate significantly involved the nomination of Prince Chakrapong as the party secretary-general replacing Prince Norodom Sirivudh.

A majority of senior Funcinpec party officials did not accept Prince Norodom Chakrapong as the secretary-general, instead, they demanded for a majority vote for the choice to be accepted.

The diverging opinions create a division within Funcinpec party into two groups: one supporting Prince Chakrapong, and the other supporting Prince Norodom Sirivudh.

The divergence creates complicated problems within Funcinpec and is caused by Prince Norodom Ranariddh, who on 03 March 2006, right after his resignation from the presidency of the National Assembly, immediately nominated Prince Norodom Chakrapong to be the new party secretary-general. This nomination was done solely by Prince Ranariddh which led to a show of no support from senior Funcinpec party officials on the prince’s decision.

In a letter dated 03 March 2006, signed by Prince Norodom Ranariddh, the president of Funcinpec, Prince Norodom Chakrapong was named the new secretary-general of the party replacing Prince Norodom Sirivudh.

In another decision made on the same date, Prince Norodom Sirivudh was named inspector general of Funcinpec.

Another letter on the same date nominated four deputy secretary-general: (1) Chhim Seak Leng, (2) Por Bun Sreu, (3) Tea Chamrat, and (4) Ung Huot.

Mr. Nhiek Bun Chhay, the veteran Funcinpec fighter gave a separate interview to Kampuchea Thmey. He said that the nomination of Prince Chakrapong as the new secretary-general is not acceptable. He said that first, according the internal party rule, the nomination of the secretary-general is the prerogative of the president of the party, or it should be approved by the majority of the leadership committee also. Therefore, the nomination of Prince Norodom Chakrapong on 03 March is only a beginning, but it did not receive a majority approval from the leadership committee of the party.

Mr. Nhiek Bun Chhay added that in order to have a full fledged democracy, Prince [Ranariddh] should expand the election for the new secretary-general position by a majority vote. The sudden candidacy of Prince Chakrapong had encountered large opposition and it cannot be accepted. Nhiek Bun Chhay said that in his name as long time resistant fighter in the jungle, he is requesting from other resistant fighters to allow the majority vote for the party secretary-general position.

Mr. Nhiek Bun Chhay said: “We want the new secretary-general to have both the confidence of Prince Ranariddh, and the confidence of all institutions within the Funcinpec party. As for me, I support and respect according the will of the majority. Therefore, the candidacy of Prince Norodom Chakrapong as the new party secretary-general cannot be accepted as official yet, even if Prince Ranariddh made the nomination already.” Mr. Nhiek Bun Chhay also stressed that he and others are pushing Funcinpec to have multiple candidates to choose for the position of secretary-general. He indicated that he would also present his own candidacy to the party secretary-general position, if this approach is democratically adopted. He believed that because of the fast pace of the evolution, the vote for the position of secretary-general position should also be done urgently. Mr. Nhiek Bun Chhay said that as long as the new secretary-general has not been nominated through a vote, the former secretary-general, Prince Norodom Sirivudh, is still acting in that position.

Finally, Mr. Nhiek Bun Chhay stressed the standing of the Funcinpec, saying that it will continue the good cooperation with the CPP, and it will not walk out the government until the end of the mandate. After strong reaction from Funcinpec party members, our source from Funcinpec party indicated that Prince Norodom Ranariddh agreed to the majority vote for the nomination of the new party secretary-general. The same source declared that Prince Norodom Ranariddh will allow members of both houses of parliament, and all Funcinpec party members within the government such as ministers and state secretaries, to have the same right to vote for the nomination of the new secretary-general position in the future.

An announcement made by Funcinpec party indicated that the evolution change within the rank of the Funcinpec party is only a technical move and an internal reorganization of the party. The announcement added that Funcinpec is welcoming and sincerely supporting the declaration made by prime minister Hun Sen on 02 March 2006 to strengthen the cooperation between the CPP and Funcinpec by keeping intact the current government with the goal or preserving the political stability and continuing the progress of the national development in the spirit of reconciliation to the future.

Prince Norodom Ranariddh, president of the National Assembly, had resigned from his position based on his personal decision in order to have more time to work directly with the people.

The announcement also indicated that Prince Ranariddh had declined the offer for the crown from the former monarch so that he can personally work with the people, and all members of Funcinpec party.

Therefore, the resignation of the president of the national assembly is the right decision of the prince because in his duty as president of the National Assembly, he is very busy leading the National Assembly, and a lot of other international affairs. These did not allow him to have enough time to interact directly with the people.

In the 04 March 2006 meeting at the central Funcinpec party headquarter, leadership members of Funcinpec had unanimously supported the noble decision of prince, and had all agreed to follow the prince who is leading the party while preserving peace, political stability, and national development in the future.
