Recall of Cambodian diplomats from the Philippines, China, and Vietnam

Ou Bun will become the deputy governor of Phnom Penh municipality, replacing Mam Bun Neang (Funcinpec), but will not be first deputy governor

Phnom Penh – According to official news provided by senior officials from the ministry of foreign affairs, 3 diplomats will be officially removed from their positions. The 3 diplomats recalled are: Mr. Ok Socheat, the Cambodian ambassador to the Philippines, Mr. Long Sarin, the Cambodian consul in Nanning, China, and Mr. Tep Dara, deputy chief of mission in Hanoi, Vietnam.

The anonymous official from the minister of foreign affairs indicated that the government had already made the decision, except that it did not present it officially yet. However, the official claimed that the story is true.

Khieu Kanharith, the government spokesman, told Kampuchea Thmey (KT) that he did receive the information about these removals, except that he did not receive the official paper yet. Khieu Kanharith stressed that the recall is based on the work of the 3 diplomats who cannot work in harmony because of discord at their workplaces. Therefore, Khieu Kanharith added, the recall by the government was done to facilitate and expedite work, it is not because of any disputes [between Funcinpec and the CPP].

The removals of these 3 diplomats led an anonymous senior Funcinpec government official to tell KT that they (Funcinpec) already received advanced information regarding the government wanting to remove numerous other Funcinpec provincial government officials. According to this official, in some provinces, the government will remove all [Funcinpec officials], not just governors only, and even low ranking government officials will be removed as long as they belong to the Funcinpec quota. This official said that the government plan following the removal of [Funcinpec] provincial officials and diplomats, will be to remove [Funcinpec] officials at the secretary of state and ministerial levels.

Up to now, about 10 government officials from both low and high ranking Funcinpec officials have been officially removed. However, some officials had obtained senior positions [following their removal], i.e. resulting in a change of position only.

Prime minister Hun Sen already said that the 50%+1 policy will allow the CPP to grab the power all by itself without the help of Funcinpec. But, the CPP does not want to behave that way, it will still cooperate with Funcinpec. This cooperation will last until the end of the current [government] mandate. The prime minister said that the 50%+1 policy was adopted to avoid recurring political problems following each legislative election. Therefore, the leader of the government of Cambodia with prime minister Hun Sen at its helm will maintain its stance of not abandoning the Funcinpec party, its partner.

Regarding the removal of Mr. Ok Socheat, the ambassador to the Philippines, it was known in advance that he made some comments on history comparing the monarchy regime and the current regime. This interview was broadcasted on radio FM 90 MHz.

Since the resignation of prince Norodom Ranariddh from his position as president of the National Assembly, both high and low ranking Funcinpec officials were removed from their government positions. As for the prince, he is not currently inside the country, and he does not show any reaction on these removals. Mr. Nhiek Bun Chhay, the former resistant fighter figure, now features prominently in this political party. Nevertheless, Mr. Nhiek Bun Chhay did not claim that he is the leader of the party, he is only the party’s secretary-general operating for the good functioning of the party during the absence of the party’s president from the country. On 11 April, the CPP and Funcinpec working groups will meet each other the Cambodiana hotel. It is expected that the meeting will strengthen the cooperation between the two parties as specified in the current agreement between the two political parties.

According to the latest news from a government official, the position of Mr. Mam Bun Neang [from Funcinpec] who was removed, will be given to Mr. Ou Bun, except that he will not be the first deputy governor, but only a regular deputy governor.
