The president of the Cambodian government border committee had indicated to Watt Phnom that he did not see the document showing that Sam Rainsy declined to recognize the border treaty between Cambodia and Vietnam which was concluded by the prime ministers from the two countries in October 2005. However, Var Kim Hong added, if Sam Rainsy does not officially recognize this border treaty, he will come up with a plan to deal with Sam Rainsy on this issue.
According to a declaration made by Mr. Sam Rainsy on Sunday (07 May), reported by the Cambodia Daily on 08 May 2006, Mr. Sam Rainsy does not recognize the supplemental treaty concluded by the prime minister with neighboring countries. Mr. Sam Rainsy stressed that he does not recognize treaties concluded by prime minister Hun Sen with neighboring countries, even though this treaty was ratified by the National Assembly, and signed by King Sihamoni.
Regarding the declaration made by Mr. Sam Rainsy, Var Kim Hong told us by phone on Monday evening that he did not know about Mr. Sam Rainsy declining to recognize the border treaty between Cambodia and Vietnam. If Mr. Sam Rainsy actually said that, he (Var Kim Hong) would ask Mr. Sam Rainsy to put his words down in writing or declare it on TV or on radio, then it would be easier for him (Var Kim Hong) to report this issue to his bosses. Var Kim Hong declared: “Currently Mr. Sam Rainsy can return back home up to now, it was because he accepted to recognize the border treaty between Cambodia and Vietnam.” Now, it turns out to be a different information, he (Var Kim Hong) cannot understand what Mr. Sam Rainsy is doing. Watt Phnom could not reach Mr. Sam Rainsy for an answer on the issue raised by Var Kim Hong on Monday afternoon.
Regarding the Cambodia-Vietnam border, on 06 and 07 March 2006, during the official visit of prime minister Phan Van Khai of the Socialist Republic of Vietnam [in Cambodia], he signed an agreement in which Vietnam will offer the border posts to be installed along the border line between the two countries to be completed by 2008, free of charge to Cambodia.
Var Kim Hong said that currently, the border posts have not yet been completely produced because studies are being conducted before the actual production of the posts. He indicated that the number of border posts will amount to between 200 to 300, and they will be made out of granitic rocks. The length of the [common] land border between the two countries is 1,270 kilometers. He said that the surveying in the field by the two parties involved have not been performed yet.
Mr. Sam Rainsy’s declaration saying that his party is not recognizing the supplemental border treaty, was made Sunday during a Buddhist ceremony held at the pagoda of Daung Village, Daung commune, Romeas Hek district, Svay Rieng province. According the report, Mr. Sam Rainsy also said that some lands belonging to the villagers have actually been lost [to Vietnam].
During Mr. Sam Rainsy’s visit to Chantrea village (near Daung village, along the Vietnamese border), the latter said that the villagers have shown him the lands they have lost, and that he believed that the land lost issue is factual.
Pen Bunna, Adhoc human rights group representative in Rattanakiri, had also informed the news media that 76 families from Ta Nga village, Nhang commune, Andaung Meas district, Rattanakiri province, have reported to Adhoc that Vietnamese soldiers prevented the villagers from cultivating their fields along the border. However, Pen Bunna indicated that the provincial authorities had denied this story.
Var Kim Hong discussed about this border encroachment case also, he said that if there are proofs that such lost of lands along the border did occur, he asked that the names of the officials in charge be forwarded to him, and he will request the prime minister to remove those officials from their position because they are not taking responsibility in defending the lands and waters, and they did not report to higher authorities.

Var Kim Hong and his stupid twisted logic regarding the lost of Cambodian land along the border make Cambodian people look like little children . He better learn how to talk and watch his languages! Cambodian people never said that Cambodian land is "LOST"! Cambodian land along the border was always there, but now the Vietcong are taking over those land along the border by military force and evicted poor Cambodian farmers off their land. He is playing the blame game and put all the blame on the people below him for not reporting to a higher authority. I thought he is the higher authority and had he done anything over the years? He had been receiving numerous reports about the Vietcong encroachment into Cambodian land over the years! But everytime, he denied the evidences and spoke in favor and defended the Vietcong! It is time to hunt you down! You are just another Vietcong in disguise! In the meantime, please go crying on HUN SEN's shoulder and tell him that the Vietcong have every right to take Cambodian land.
I vitness you all that I have visited border mány times with SMD (Student´s Movement for Democracy) and we have sent all reports to Hun Sen and even to Svakimhong, but they do nothing. SVA kINGHONG IS BUSY WITH ONLY HIS YOUNG AND BEAUTIFUL SECRETARY AND HE WILL NEVER HAVE TIME TO FULFIL HIS DUTY.

Not only Sam Rainsy who doesn't recognize thise supplemental treaty...Cambodian people in the whole country and United Nations have never recognized Yuan's invasion in 1979 and their suppressive treaties with Cambodian leaders during that time..

Cambodian Border !
All Khmer citizen living in in Cambodia or overseas should try to find out who are behind the Cambodian Boder Committee. As a result, who is Var Kim Hong? where is he grwon up and educated? is he Vietnamese ethnic in Cambodia or Vietnamese soldier who has not withdrawn back to Vietnam during 1986? If we can find these information, we can realize the border strategy with Vietnam.
