Cambodia's future lies in closely imitating the US, according to the United People of Cambodia, a new party that announced its existence on Thursday morning at a press conference in Phnom Penh.
The new party will develop Cambodia by imitating US government agencies and policy planning. UPC president Sarath Oeurn, a 48-year-old Cambodian national living in the US, told reporters.
"We set up United People in order to establish a central democracy to help guide the country toward development," he said. "We're bringing in all types of US democracy to Cambodia so people can enjoy freedom and good welfare benefits."
The party was created in Long Beach in the US state of California, but registered with the Interior Ministry in 2003 and intends to compete in the 2008 national elections, said the party president, who is visiting Cambodia this week for the first time in 20 years.
The party has its own flag—a red, white and blue stars-and-bars banner with an image of Angkor Wat—and a seal closely resembling that of the US president. Its Web site has photos of Sarath Oeurn posing on his lawn in the style of US President George W Bush at the White House.
"I want to copy exactly from the US because the US is the father of democracy," Sarath Oeurn, who runs an advice company for immigrants in Long Beach, said in an interview.
"We're from the US," he said. "Funcinpec is from France. Sam Rainsy is from France. CPP is from Hanoi," he added.
CPP lawmaker Cheam Yeap said he was unfazed by the new competition. "The Cambodian People's Party, the senior party, would like to welcome any party that exists legally," he said. "One has the right to form a party but we have to show our ability to compete fairly in an election."
As for mimicking the US, Cheam Yeap said startup parties had spoken this way in the past "Normally they just say this," he said. 'Please try it out."
Sam Rainsy said imitating the US was a poor political platform.
"Each country is unique in its own way," he said. "You have to be more inventive. I don't know the past the seriousness or the methods of this party. It doesn't interest me very much."
Sarath Oeurn said if his party were to somehow win an election, he would establish progressive income and property taxes and create a social security retirement system for Cambodians. "When you're low-income, I have to help you," he said. "When you're high-income, I have to take it back. Like the US did for me. It helped me."
But he added his party would also be strictly centrist in its politics.
Hang Puthea, director of the Neutral and Impartial Committee for Free Elections in Cambodia, said that parties based abroad often have attractive ideas, but difficulty pulling them off.
