Jailed ex-DK prison chief faces new charges

The only surviving top leader of the Democratic Kampuchea (DK) is to face fresh criminal charges, which aims to stop him from going free before the DK trials begin, an official said on Monday.

The Military Court of Cambodia last week charged former DK prison chief Kaing Khek Iev with war crimes, said court chief Ney Thol, adding that under the current situation, he must be released by Nov. 10, 2008 if the country's long-stalled DK trials are not underway by then.

Kar Savuth, Kaing Khek Iev's lawyer, confirmed on Monday that the new charges were already filed against his client, saying that when the detention period reaches its end, Kaing Khek Iev must be released on bail.

Kaing Khek Iev, who ran the DK's Tuol Sleng Prison from 1975 to 1979, was arrested in 1999 on charges of mass killing.

He was charged in 2002 with crimes against humanity, as authorities sought to keep him detained amid efforts to establish a DK tribunal.

Under Cambodian law, he can only be detained without trial for three years on each charge, or a total of nine years since the date of his arrest, Ney Thol said.

While the United Nations and Cambodia agreed to a tribunal framework in 2003 after six years of talks, the process is again in question as foreign and Cambodian jurists fight over internal rules that govern the trials.

Trials were initially expected to begin in mid-2007, but delays have pushed back the start date until next year, tribunal officials say.

According to independent research, about 1.7 million people died of starvation, overwork and mass grave killing in the DK era in the 1970s.

It is the same as the bus stop at THE WHITE HOUSE'S ASSISTANTS BUT NOT FOR PRESIDENT OR VICE PRESIDENMT.
