The donor nations, which is the collective group of nations that agreed to help Cambodi after the 1991 Paris Agreement, will continue to donate money to Cambodia. Certainly, there will be a review of Cambodia progresses and new courses will be recommended.
Although the U.N. and other more mature states still see Cambodia as a child with alot of growing pain, they also recognize the enormous progress since the Khmer Rouge, and the potential of the Cambodian people.

Within the family structure within a western family, a problem child who is still under age is allowed considerable time to work out his problems. The family will first engage the problem child through the family immediate resources, but once the immediate family resources are begining to deplete and the child is not correcting himself, the family will involve the state welfare system.
Once the state is involved, the problem child is classified as "a ward" of the state. Mental and adoption institutions are involved by the state to help the child.
If no one adopt the child by a certain point, and if the child is not correcting his behavior and continues to be a threat to society, his name will be refer to the Department of Correction. The state will continue to care for him until his 18th...
However, once he reach his 18th birthday...the state discharged him to fend for himself... His past crimes or misbehavior will be sealed upon his discharge.
Like a child, Cambodia is being given the opportunity to became a product member of society or in this case to became a productive member of the human race, and the U.N. and other states is prepared to be with Cambodia for awhile yet.
Cambodian, despite their many problems, are trying hard. If nothing else, look at her troop in Sudan, and recentl her troop are being trained to play role in the U.N. security force.
Also, as one side of Cambodia calling for extreme measure, another side call for moderation. This is sign of growing maturity,which the U.N. recognized as progresses.
Yes Cambodia maybe a delinquent child, its government maybe corrupted, but over all, it is a nation struggle to find its place among the human race.

By Miss Sothy Kien As an active youth working for KKF, I have been fortunate to travel far and wide to help advocate on behalf of our people back in Kampuchea-Krom. Through my travels, I have met many inspiring Khmer nationalists whose determination and commitment towards the Khmer Krom cause is one that has earn my highest respect. Unfortunately in a world of growing globalisation and corruption, not many people can truly say that they are Khmer nationalists. Many claim to be so and yet at the face of real and difficult challenges, often look the other way or even worse attempt to destroy the hard work of other organisations.
Some organisations such as the Khmers Kampuchea-Krom Federation are formed to inspire positive movement towards human rights realisation while others resort to violence as a means to reclaim their ancestral lands and territories.
The fact that I have grown up in a democratic society have opened my eyes to the wonders of free speech and movement. Unfortunately for many of the youths abroad today, we often take for granted such rights and little do we know the phenomenal power that we have to use such instruments to help our beloved people back in Kampuchea-Krom.
What is alarming is the fear that continues to be instilled in many of our elders. Many, who have lived under the Vietnamese rule, took arms and ferociously fought against communists, are now standing silent as Vietnamese destroys what is left of the Khmer culture.
The mere act of participating in a peaceful demonstration has sent many hiding in their homes, claiming that they will not be able to return home. Others say that if they were to be involved, their families will be in dire trouble with local authorities. Either way, I believe that those are merely selfish excuses. We are not talking about one individual being in trouble but the whole civilisation of Khmer Krom facing extinction as a result of Vietnamese discriminatory and destructive policies to eliminate the Khmer Krom people as peoples.
I don’t need a university degree to understand the motive of certain organisations to use other organisations for their own benefit. And I am deeply saddened to see the divide of our elders forming a separate organisation and stepping on other people’s toes in order to achieve their objectives.
The struggle of Khmer Krom people is not about a single individual, about who is better than whom or who is going to be the top person if independence is ever to be achieved. It is about helping our people realise and exercise their basic human rights and fundamental freedoms embedded in the Universal Declaration of Human Rights, the Declaration on the Rights of Indigenous Peoples and even the Vietnam constitution.
Without knowing and having access to such rights, how can our people even begin to reclaim our lands? Like a baby that learns crawls before it walks, our struggle must start with our rights. We must have patience, the famous Angkor Wat and the foundation of our Khmer Krom civilisation and temples wasn’t built overnight. Thus, the struggle of our people and nation will be long time in coming but each action that we take to work together and bring Khmer Krom issues to the international forefront; we are one step closer to achieving the goal of self determination.
Some people have approached me and asked if there is hope for Khmer Krom? A quote by Edmund Burke goes, “The only thing necessary for the triumph [of evil] is for good men to do nothing." I believe that spirits and hope of ancestors continues to burn brightly within each and everyone of us Khmer Krom abroad and especially in Kampuchea-Krom. As long as we continue to fight as one, we will fuel the fire of hope for our people.

It is not about you or me, it is about our nation and that is something we must put at the forefront to be considered a genuine Khmer nationalist and not just our current generation or the next one but your generation a true Propang Tong Rakessy (root of bamboo shoot) as defined by our past ancestors.
Aid donors for Cambodia will use the solution of Child and Parents (thanks for your above relfection).
Cambodian child is almost 17 years old now counts from Paris Peace Agreement. But what I have observed the intention of Hun Sen government are:
1. Trying to lessen the influence of Paris Peace Agreement in Cambodia eventhough this government needs aids from them under the declaration of Paris Peace Agreement. This action is should be called ungrateful child. All UN's envoys and representatives have been neglected, ignored or looked down by Hun Sen and his few colleagues. Not only that, those envoys are under the pressure of Hun Sen government to intervence UN's internal affair with intending to fire him. This act is really critical for Hun Sen government that what is he going to do in Cambodia? In his mind seems like having only guns and militarism to deal with problems. He cannot deal by negotiation, acceptance or patience with international feedbacks. UN's envoys frequent criticisms and evaluations are based on the reality happening in Cambodia, but all those reports are being blasted and terribly abused by Hun Sen leadership.
2. Hun Sen's government is actually having intention to eliminate or at least to ignore the Paris Peace Agreement and to oppose the Universal Declaration of Human Rights and Freedom at the Paris Peace Agreement. We have never seen any symbols or protocol initiated by government to celebrate or value the Peace Agreement. This reflects to all Cambodian people's thought that if Hun Sen government is really genuine Cambodian legal governement, they should boast or value Paris Peace Agreement because only this agreement that Cambodia can have real power and legitimacy in the international arena. However, through the ongoing activities of Hun Sen government, we can assume that Vietnam is critically interfaring the internal affair of Cambodia in legitimizing their legality of January 7, 1979 aggression. Importantly, to achieve their Vietnamization in Cambodia with their new tactics for the absolute control of Cambodia and its territorial integrity.
Current hot issues of Cambodia would be not other else beside of the two controversial dates: Jaunary 7, 1979 and October 23, 1991. For all Cambodians have to choose one now because Hun Sen govevernment is intentionally choosing Jaunary 7, 1979 (Vietnamese aggression on Cambodia) not October 23, 1991 (Paris Peace Agreement).
We are Cambodian compatriots and patriots believe and trust only Paris Peace Agreement that can survive and recognize Cambodia sovereign integrity in the international stage. Legitimacy of Cambodia is only under the Paris Peace Agreement for its legitimate international diplomacy and power.

There is too much economic interest in Cambodia and no donor countries will ever cut aid from Cambodia!!!It will be business as usual! Since the signing of the Paris agreement on 23 October 1991 donor countries never wants to hold our Samdech HUN SEN for anything! The donor countries put a curse on Cambodia for 16 years since the signing of the Paris agreement because never before Cambodian people are facing many issues such as land eviction, forest destruction, and corruption at all level! How could the donor countries condone such thing unless they want to put more curse on Cambodian people! Please no more generational curse for all Cambodian people and it is time to break this curse and the donor countries know just what do to and that is to take a stand against the injustice for dirt poor helpless Cambodian people!
The Donors should provide good condition to Hun Sen before release the funds to Cambodia avoid the Hun Sen take the Aid to: 1- sopport to his party 2- provide his chance to make corruption. 3- Use this budget to buy the votes. 4- Cheat this budget to support to the police to crack down the demanstrators by violence. In response to Miss Kien’s wonderful message above, I encourage our fellow Cambodian abroad, who have the legal residency and citizenship status, to write their legislative and government representatives to express our concerns over the mentioned issue.
I know for a fact that there are a lot of US house of representatives have recently joint together in expressing concerns and some have gone even further by establishing a regulation that would either prohibit or strip off incentives from companies who operate in their states AND are investing in Darfur. Some of these elected representatives even encourage their constituents to express their concern via their offices or another more powerful offices. We can do the same for our Khmer Krom fellow by starting from a letter to these elected officials.
The Hun Sen regime is holding Cambodian people as hostages, so the donor community has little choice but to continue funding to Cambodia.
If they don't continue funding ordinary Cambodians will suffer, while Hun Sen and his cronies are still enjoying the fruits of their corruption. Then, the Hun Sen regime would say to the donor community: "See, look what you have done to the Cambodian people". When the donor community imposes conditions and performance indicators for continuing the funding, the Hun Sen regime would say that would be an interference in Cambodia's internal affairs.
When it comes to humanitarian assistance, the international community will not ignore the plight of the ordinary people suffered under the grip of these kleptocratic families.
