The secretary general of the UN is the responsibility person. He has his own staff, who are the responsible person for the relation to outside.
The letter precisely describes the event happening at the border, but it needs to be reworded to make it diplomatically sound. For instance, the lelter should read "It is requested that the letter be circulated to all members of ..." rather than "I would highly appreciate if Your Excellency could...".
What we write can change the perception or opinion of the recipients. It is essential to pay attention to not only what we say
but also how we say it.
It would be helpful to our cause if the government hires better qualified people to write or review official letters.

Cambodia has long abuse and have bad track record on everything, from illegal loggings, land grabbings, corruptions, human traffic records, destruction of the laws no wonder that ah Sen unwilling to bring this matter to U.N. that what make matter worst.
