In order to keep good relation with Cambodia like thailand said, thailand must not be scared to have an intervention from the U.N.
What it is happening now along the borders it seems like thai controlling all kind of these conflicts a long the border because every times of shooting is starting from thai side first and right after shooting thailand called for cease fire and escape from multiple intervention.
thailand has its own benefits because thailand know for sure that Cambodia is not allowed from vietnam to seek international intervention that's why thailand stand up and stick with bilateral talk procedures.
