According to an anonymous source close to Mr. Choung Chou-ngy, in the morning of 29 December 2011, there was indeed a plan to arrest him, but the arrest warrant was not prepared on time and this led to a delay of his arrest. The situation provided an opportunity for Mr. Choung Chou-ngy to immediately find a safe location. It was not until 9PM on the same day that this news broke out over the phone so that his relatives would not be concerned about him.
