Criminal Negligence:
Reckless disregard for the lives or safety of other persons
The
failure to use reasonable care to avoid consequences that threaten or
harm the safety of the public and that are the foreseeable outcome of
acting in a particular manner.
Sue the Kew-Kew! Kew-Kew! for CRIMINAL negligence.
A
fatal accident is waiting to happen at the many non-sensical stoplights
found at the busy thoroughfares of Street 271 (the dike road), of Tuol
Kork, and the intersection of Sihanouk Blvd. and Trasaek Paem (Street
63), probably among others, due to the intentional, highly dangerous
lighting system currently in place where there exist 6 green arrows
functioning simultaneously in opposite directions.
Green
arrows straight, left, right in one direction, while the other
direction has the exact same green arrows. When the light is about to
turn Red, all the green arrows flash several times. Thus, Red is the new
Green; Green in one direction is Green in all directions, and the
Flashing Green is the new Yellow. No wonder, everyone is Kew-Kew! Kew-Kew!
It
is better not to have a stoplight or these functioning lights (of great
error, but not malfunctioning) than to have this non-sensical, highly
dangerous lighting system; without the expectation of the stoplight, the
drivers would then be more likely to be on alert at the intersection.

AH HUN SEN regime is playing with the life of Cambodian people life!
The designs of the roads are all wrong! The timing and the position of traffic lights are all wrong! Who are you to tell Cambodian people how to drive when the fucken streets are death trap by your design!
Hun Sen’s govt can’t even make the stop lights function properly for motorists to drive safely, which is part of the ministry of transportation, how do Cambodians expect the other ministries to fix their many problems? Corruption, Corruption, Corruption …
So is your mother 12:02 AM!
Can't help it
Yes, Theary you are right. I notice that and many idiotic things also. Also, the police does not know how to conduct traffic at all. There's a jammed intersection and the cops arrive and can't do anything.
Also, Theary, the gov't is solely to blame this, but also the stupid Cambodian people, from all level, are idiotic dones. They all know better, do nothing, say nothing. All just look the other way and act as if nothing is wrong. That's what pissed me and others off so much. Yes, I'm Cambodian too, but I call all those Cambodians idiots. They better do something better and sensical to deserve my and the international respect now.
Kep Chutemah, the major of Phnom Penh, is responsible for all this and more. He should be held responsible lives lost at all these interections and other public safety errors he made that cost many lives like the Koh Pich bridge stampede that nealy 1000 people died. And the responsibility should be held all the way up to Hun Sen, Kep Chutemah's boss. They all should be hanged. How can they all got away for killing nearly 1000 people? Nobody was responsible for anything? Cambodians should think carefully about the country and leaders.
Cambodians got along way to go.
They think they got it all going on, but all they got are monkeys, orangutans, and gorillas for leaders. Cambodian leaders are uneducated, ignorant, dumb, stubborn, arrogance, and braggart. They don't listen to any advice from outside people. With people like Hun Sen and the rest, Cambodia will never even be 1/5 of Thailand or 1/8 of Malaysia, etc...
@1:52 AM
Unlike what you think there many Cambodians dare to point out what is wrong to the govt but they end up in prison like Mam Sonando and many more.
This is like the very first time that I see Theary confronting a problem existing in the traffic in Phnom Penh. I think there is a purpose for the 3 green lights being on. It says vehicles can go forward, left, and right. Even here in the USA, the green light indicates that a driver can go through the interesection and can also turn right and can also turn left but must first yield to the oncoming traffic and only make a left turn when it is safe to do so. So while this is just a one sided view of Theary, we must examine all of the angles first. Just my comments.
@ 4:59 AM,
No, not all three arrows from both stop lights go on at the same time.
No, I never see such a thing anywhere on planet earth. why need a green arrow point people to go when you have to yeild to oncoming traffic. And if all all traffic lights with all arrows go on at the same time and people need to yeild anyway, why need a traffic lights. It means the same thing as just plain street with no traffic lights.
I know what... they just need an arrow that point UP...that would complete the insanity.
never seen green left turn arrow comes on and you have to yeild.
only plain green light and green forward arrow light that you have to yeild to turn left.
And never, never ever two green left turn arrows turn on at same time...that is suicidal traffic lights, head on collisions waiting to happen.
@4:59 AM
Do you have a driver’s license; I don’t mean a Cambodian one?
the reason behind traffic lights is that each light turns red or green according to its' time and purpose. When all lights turn red and green at the same time and with arrows pointing to all directions, then it means the same thing as no traffic light or law at all. That's logically the logic. hahaha... wonder why people drive every which way at traffic stops...hahaha...
you guys mean to tell me that none of those khmer high ranking officials who are driving or riding in a car in Cambodia never seen a proper working traffic lights before? They never travel to at least Vietnam, Thailand, Malay and seen real working traffic lights that they never know what's wrong with those lights? How ignorant! Come on Cambodians. It's your only capital city. Suppose to be modern and a showcase, not a laughing stock. how embarrassing. Hopefully because of people like Theary, something will change.
theary,,, if don't like cambodia - u can come back to USA live n die
coz, USA has a very good systems, such as , good democracy, good justice systems, good health care systems.,
To 11:00AM
I am not Theary Seng. If I was Theary Seng and I would point out the same thing! This is not about the issue of like or don't like Cambodia! This is the issue of incompetent by AH HUN SEN Vietcong slave government that fail to see a simple thing such as malfunction traffic light that can lead to traffic accidents! AH HUN SEN Vietcong slave himself even point out the high rate of traffic death which he himself encourage the Cambodian people to wear helmet and all that bullshit! But for a simple malfunction traffic light and AH HUN SEN government doesn't even care?
AH HUN SEN is a preacher with a fake PhD.
@11:00 AM
You sound exactly like Ah yes-man Phay Sipha’om!
