Khmer Krom commemorate 4th June according their political party

Political leaders as well as non-governmental organizations in Cambodia have begun to commemorate June 4th, the day France illegally transfer Cochin-China (Kampuchea-Krom) according to their political groups.

The 60th anniversary of the transfer of Kampuchea-Krom to Vietnam organized by the Cambodian People's Party (CPP) member Mr. Kim Vang Chheng who is also the president of the Khmer Krom Reconciliation Committee took place on June 1 to pay respect to Khmer Krom ancestors. Mr Thach Setha, a member of the opposition Sam Rainsy Party (SRP) also plans the commemoration on the 4th June at Chaktokmouk Conference Centre.

In the morning of 1 June, 500 Buddhist monks and about 500 Khmer Kroms have gathered in Wat Ong Ta Minh Temple in Phnom Penh to and pray for the spirit of Khmer Krom ancestors. Other members of Phnom Penh municipality who are members of CPP also attended.

In a speech to the participants at the event, Mr Kim Vang Chheng, a former member of the SRP who have criticised Vietnam in the past prior to defecting to the CPP said in support of Vietnam "the reason his group are commemorating this day is not just to remember the history of Kampuchea Krom which has been lost for 60 years but more than 100 years ago"

"Kampuchea Krom before France transferred it to Vietnam is a society of the rich oppresses the poor that was why Khmer Krom and Vietnamese join together to fight the feudal system" he continues.

On the other hand, Mr Yon Tharo, a member of parliament from the SRP party who were also invited to attend the event said one cannot change history, he also went on to say that the blood and bones of Khmer Krom victims have turned into rivers and stacked up as mountains because of their struggle to defend the religion and culture of the Khmer Krom people in Kampuchea Krom.

Mr Yon Tharo continues to say that he is able speak Khmer in this [Khmer Krom] accent and his ability to write in Khmer and also went on to become the representative of the people is owed to the struggle of Khmer Krom ancestors in Kampuchea-Krom not in Cambodia. He stresses that he Khmer Krom culture, religion, language and literature that Khmer Krom remain to this day is not been given by anyone but through the production from blood and skins of Khmer Krom ancestors of all generations.

Two Khmer Krom organizations will today hold separate commemorations of the 59th anniversary of the French ceding of Kampuchea Krom to Vietnam June 4, 1949.

The Khmer Kampuchea Krom Community is to hold the ceremony at Chaktomuk Conference Hall, while the Khmer Kampuchea Krom Coordination Committee (KKKCC) is holding their ceremony at KKKCC head office in the Phnom Penh suburbs.

Kim Van Chheng, president of the KKKCC – an umbrella organization counting six Khmer Krom associations as members – said their traditional Buddhist ceremony is for “dedicating merit to the souls of hero monks, kings, heroes and heroines who sacrificed their strength for their nation, religion and King.”

Thach Setha, executive director of the Khmer Kampuchea Krom Community, said his organization is holding a ceremony at their head office after being refused permission to use Wat Botum. “We requested permission from City Hall, but they declined,” he said. “[E]very year since 2000, we have held a ceremony near Botum Pagoda without any problem. But this year they stopped us.”

Thach Setha, also a senior member of the opposition Sam Rainsy Party, said he has invited 1,949 monks to symbolize the year France ceded Khmer Kampuchea to Vietnam. “The events tomorrow are … to help the [young] Cambodian generation remember the lost Khmer Kampuchea Krom land but it’s not a day for anger or threats,” he stressed.

Ceremonies involving Khmer Kampuchea Krom monks’ associations are conspicuous only by their absence. The well-known Khmer Krom Samaki Rangsey Pagoda in Phnom Penh’s Meanchey district decided against a commemoration, said the Venerable Yoeurng Sin, chief monk of Khmer Samaki Rangsey Pagoda and chief of the Kampuchea Krom Monk Association.

Khmer Krom organizations are notorious for their feuds and infighting, despite a common goal of freeing the 10 million ethnic Khmer Krom living under Vietnamese rule.

The Chairman of Senate Committee # 7 on Culture & History of the Kingdom of Cambodia is a guest of the Senate of Republic of France in the city of Paris, the Honorable, Senate President of French Republic accepts my high esteem and great appreciation for the warm reception and in all circumstances create the bilateral friendship and cooperation of the two Senates of France-Cambodia.

Taking this opportunity, I would like to request Honorable President and the Senate of France to assist [Cambodia] in reviewing and overhauling the Law No.: 49-733 of June 4, 1949 that approved in Toulon, June 4, 1949, signed by VINCENT AURIOL, President of Republic of France, that relates to Article 3. In circumstance the Constitution of Vietnam is changed, the statute of Cochinchina must be included in the agenda of Parliament as accorded in Article 75 of the Constitution (Chapter VIII: The Union of France).

The Honorable, Senate President of French Republic, since the time France announced the use of Law No.: 49-733 of June 4, 1949, the territories and people of Khmer Kampuchea Krom in origin, especially the culture, national language, custom, tradition, and ancestral properties of the Buddhist monks and Khmer Kampuchea Krom people severely being intimidated and destroyed by the Vietnamese authorities unabatedly.

The Vietnamization policy on the territories, Khmer Kampuchea Krom, the invasion and occupation of Cambodia on January 7, 1979, could lead Cambodia to become extinct completely if there is no Paris Peace Accord on October 23, 1991 and United Nations' recognition and acceptance of the Khmer Kampuchea Krom Federation as its member on the Permanent Forum on Indigenous Peoples and KKF membership with UNPO (Unrepresented Nations and Peoples Organization). The new United Nations' Declaration of Rights of Indigenous Peoples that adopted on September 13, 2007 is a strong basis for Kampuchea Krom and Khmers of Kampuchea Krom origin.

In reference to the map of Indochina printed in 1638 and 1850, Kampuchea Krom is clearly the territory of Khmers (Cambodia). At the same time, may Honorable President and the French Senate take into consideration again upon the first royal letter in November 1853 and the second royal letter in November 1856 of His Majesty the Khmer Monarch, King Ang Duong, dispatched to Emperor of France, Napoleon III, about the historic rights to reclaim Kampuchea Krom of the Kingdom of Cambodia. To renew the historic reclaim rights of Kingdom of Cambodia, King Norodom Sihanouk reminded the Emperor of Japan in his June 18, 1949 royal letter about the royal letter of King Ang Duong to Emperor Napoleon III. In that tradition, at the UN's 16th General Assembly, King Norodom Sihanouk rejected and nullified France-Vietnam Treaty of 1948 and French Act of 1949 by continuing to certify that Kampuchea Krom legitimately belongs to the Kingdom of Cambodia.

In my capacity as the Chairperson of the Senate Committee # 7 of the Kingdom of Cambodia that charged in Culture and History, I affirm my complete support of the June 4, 2003 of the Khmer Kampuchea Krom Community's call upon the Parliament, Senate and Government of France to annul Law No.: 49-733 and received endorsement from the former King Norodom Sihanouk in his royal letter to the Khmer Nation on June 8, 2003, the legitimate and complete representation of Cambodia.

Due to the strategy and the repressive situation committing upon the indigenous Khmer Kampuchea Krom people by the Socialist Republic of Vietnam becoming barbaric, may I, in the name of my fellow compatriots of Khmer Kampuchea Krom and the Cambodian people in general, request your Honorable President, Parliament, Senate and Government of French Republic, former protectorate of Cambodia, and in recent past the co-president of Paris Peace Accord of 1991 to assist [us] in reviewing and solving the issues of Kampuchea Krom territories, Khmer Kampuchea Krom people, and the Kingdom of Cambodia to experience the existence in their survival as nation.

May Honorable, Senate President, and French people accept the strong progress of friendship and cooperation of Cambodia-France.
