Suspected illegal chemicals seized at port

More than 16 tonnes of an unrefined, unknown chemical liquid had been seized by Sihanoukville Autonomous Port customs officials on suspicion of being an illegal precursor chemical, police said yesterday.

San Bunthan, head of the provincial anti-drug office in Preah Sihanouk, said provincial customs officials had detected the liquid in a six-metre container on a Malaysian flagged ship coming from Sing­apore.

“We found it was a chemical liquid like a kind of glue for making shoes, but we are not clear what the substance will be used for, so we took some of the liquid to experts in a laboratory in Phnom Penh,” Bunthan said.

The 80 buckets of chemicals, totalling 16,400 kilograms, would remain at the port until clarification of the chemicals use was gained, he said.

Cambodian court sentences 2 Japanese men in jail for drug smuggling

The Phnom Penh Municipal Court on Wednesday convicted two Japanese men of drug trafficking and sentenced them to seven and five years in jail respectively, according to a verdict read by presiding judge.

Yamada Yoshihito, 49, was sentenced to seven years in prison and fined $3,750, and Imura Takukan, 29, was jailed for five years and fined $2,500.

Also, a Cambodian accomplice Sam Nang, 30, was sentenced to six years in jail and fined $3,000.

Cambodian police, customs seize largest ever cocaine

PHNOM PENH, Aug. 15 (Xinhua) -- Cambodian anti-drug chief on Wednesday appreciated police and customs officials for their efforts to seize more than 34 kilograms of drugs at the Phnom Penh International Airport and arrest 6 Thai drug traffickers.

"Our officials are very capable, we are proud of them, they have made largest ever cocaine busts these days," deputy prime minister and chairman of the National Authority for Combating Drugs Ke Kim Yan told reporters.

His comment came after the police and customs officials at the Phnom Penh International Airport arrested 6 Thai women who had tried to smuggle over 34 kilograms of drugs into Cambodia.

Varangkran A Phomdee, 29, and her alleged accomplice Tangboo Ketkarn, 31, were arrested on Aug. 7 and 8. The duo were charged by Phnom Penh Municipal Court on Aug. 11 with collaborating to smuggle about 3.6 kilograms of cocaine from Ecuador into Cambodia aboard a flight from Singapore.

The Phnom Penh Municipal Court yesterday convicted former Oddar Meanchey provincial governor Lay Vireak and ex-Ministry of National Defence deputy commander Khuon Roeun to 12 and 16 years in jail respectively for drug trafficking and illegal weapon possession.

Presiding judge Oeung Seang read their sentence, and that of two accomplices, at a hearing that went unattended by both of the former major generals, and announced that the four guilty persons had the right to appeal if they did not accept the court’s decisions.

Heng Poung, a lawyer for Roeun, promised to take advantage of that right.

Prime Minister Hun Sen’s nephew Hun To yesterday stepped back from his threat to sue Australian newspaper The Age for reporting that police suspected his involvement in an international heroin-trafficking and money-laundering syndicate.

From Melbourne, where the paper is based, Hun To said he now just wanted the newspaper to run a clarification to clear his name, but gave no timeline for when he expected this to occur.

“I have a foreign lawyer that was introduced [to me] by the Australian Embassy in Cambodia. My first step is to contact the Australian paper to [ask them to] write a clarification for me,” he said, adding he had told Australian police the paper had defamed him.

A spokesperson for The Age said yesterday that the newspaper stood by its story’s veracity.

The Phnom Penh Municipal Court yesterday postponed the trial of former Oddar Meanchey governor Lay Virak and former general Khuon Roeun, both of whom were arrested for drug trafficking and illegal weapon use last October.

“The trial of former general Lay Virak and general Khuon Roeun was postponed to next month without a fixed date because all three judges who held this case have been busy,” said court vice president Oeung Seang, who declined to provide further details.

According to anti-drug official Khieu Saman, Lay Virak, 57, and Khuon Roeun, 60, were arrested in Phnom Penh last October with two loaded guns, an unidentified ancient artefact and nearly a kilogram of methamphetamine.

Cambodian police are pursuing two leaders of a drug ring after arresting 11 people and seizing more than 3,000 litres of safrole oil on Tuesday and Wednesday, Brigadier General Pen Rath, deputy chief of Phnom Penh municipal police, said yesterday.

Authorities believe the two alleged ringleaders, both Vietnamese nationals, are attempting to flee Cambodia, prompting police to alert Vietnamese, Thai and Lao law enforcement officials to the suspects’ flight.

“They are now escaping from Cambodia to Vietnam,” Pen Rath said. “To arrest them, our Cambodian police have been informing all neighbouring countries to cooperated and intervene . . . especially Vietnamese and Lao authorities.”

A spokesman for The Age said yesterday that the newspaper stands by the veracity of its story.

Prime Minister Hun Sen’s nephew Hun To said yesterday that he has filed a complaint with the Australian Embassy in Phnom Penh against Australian newspaper The Age after it named him in connection with a drug-trafficking and money-laundering racket.

The complaint to the embassy follows a similar complaint filed by Hun To’s lawyers on Monday with the Ministry of Interior.

“This complaint is to ask the paper for clarification and to show the proof to me. If they don’t, I will seek a lawyer and file a lawsuit,” Hun To told the Post yesterday.

On Monday, the Australian daily reported that Hun To had been targeted by Australian police investigating a massive heroin drug-trafficking scheme between Cambodia and Australia in the early 2000s, funnelling the funds through a Melbourne casino.

“You think that if I am involved with drugs I would be able to stay [free] in Cambodia?” (Doh! or Toh!) - Hun To

The nephew of Cambodia’s prime minister Hun Sen on Tuesday denied reports that he is a suspect in police investigations into illegal drug running and money laundering activities in Australia.

On Monday, Australian newspaper The Age published a report which named Hun To as the target of an inquiry into a crime syndicate police said was importing more than 1 billion Australian dollars (U.S. $1.05 billion) into the country annually, with connections to government and policing officials across Asia.

“If you want to know the truth, please talk to the Australian embassy [in Phnom Penh] because they know the details,” Hun To told RFA in an interview.

He also denied that the Australian embassy had refused him a visa.

“If the Australian embassy had denied my visa, how would I be able to travel back and forth between Australia and Cambodia? To date, I am going in and out, and no one has stopped me,” he said.
