It Is Rumored that Hun Sen Secretly Leaves for Vietnam in the Night After the Vietnamese Speaker Has Left in the Morning

It is quite suspect that when Vietnam's National Assembly Chairman Nguyen Phu Trong left Cambodia in the morning of 28 April it was rumored that strongman Hun Sen secretly left Cambodia for Vietnam the same night.
A source disclosed that Hun Sen's nighttime travel to Vietnam was extremely interesting because some news reports claimed that he was having a serious bout with influenza and could not meet and welcome the Vietnamese National Assembly speaker during his visit to Cambodia.
However, some other sources said that Hun Sen felt strongly pressured by the successive visits to Cambodia by the Vietnamese leaders. In the end, he did not have any better excuse than to declare that he was sick with a bad flu in order to avoid meeting them. Probably, because Hun Sen's excuse was not acceptable to the Vietnamese, he was forced to leave his Tiger's Lair for Vietnam in the night, maybe in order to get some severe dressing-down and scrubbing.
In this connection, a few segments of the public said that Hun Sen's secret nighttime trip to Vietnam was probably to see his doctor, for lately Hun Sen had cancelled all the appearance programs that he would have to preside over.
Therefore, Hun Sen's nighttime departure for Vietnam on 28 April without posting any specific announcement continues to be a mystery that greatly arouses the suspicion of most circles, for it coincided too much with Nguyen Phu Trong's departure the same morning.
Of late, the internal situation of the Cambodian People's Party [CPP] was dangerously explosive because Hun Sen, a strongman in this party's leading apparatus, sometimes verbally reacted indirectly to his detractors. But sometimes police and military police forces were seen deployed to patrol in and around Phnom Penh. In particular, security was tightened or traffic banned in the vicinity of Chamka Mon [CPP headquarters] both along the lower and upper streets.
If we still remember well, the problem about the signing of a constitutional amendment on the package vote saw Chea Sim as acting head of state bitterly confronting strongman Hun Sen, and he ended up using the excuse of undergoing medical treatment abroad to leave the country under the watchful eyes of [National Police Chief] Hok Langdi.
It was only after the problem about the package government and package National Assembly was resolved that Sar Kheng acted as the go-between by inviting Chea Sim, Heng Samrin, and Hun Sen to attend a commemorative reconciliation dinner that was widely televised in a bid to fool the people.
Groups of analysts said that the conflict inside the Vietnamese-sponsored and -supported CPP was not one with the interest of the country at heart. And this silent, albeit seething conflict has stemmed from the power struggle and rivalry for influence and riches in the interest of their personal groups and factions.
Because in the CPP's internal conflict the opponents cared only about their individual power and interests, the Vietnamese leaders deemed it necessary to take turns coming to Cambodia to help consolidate this party's inner circle. The visitors included the Vietnamese president, Vietnamese prime minister, Vietnamese Army commander, Vietnamese police chief, and so on. Last was the turn of National Assembly Chairman Nguyen Phu Trong. When this leader came to Cambodia, Hun Sen announced that he was sick and could not welcome him.
However, it was strange that when Nguyen Phu Trong returned to Vietnam in the morning of 28 April, the great Hun Sen also suddenly left for Vietnam the same night. People wonder whether Hun Sen went to Vietnam for medical treatment or he went there to get a scrubbing from the Vietnamese leaders.

Because Hun Sen stubbornly held on to power like this, the Vietnamese leaders frequently came to Cambodia in order to help sooth down the CPP's internal problem.
This assessment is quite logical, for Cambodia at present is under the control of the CPP as its National Assembly chairman is Heng Samrin, honorary president of the CPP; its Senate chairman is Chea Sim, president of the CPP; and its prime minister is Hun Sen, vice president of the CPP.

A source claimed that Prime Minister Hun Sen is currently ill and this led to the cancellation of two important meetings planned for last Thursday and Friday.
Sen Monorom, director of the protocol department of the National Assembly, said that there was a plan to hold a meeting between Hun Sen and Nguyen Phu Trong, the Vietnamese Assembly chairman, on Thursday (yesterday). However, the meeting was canceled when he was informed by Hun Sen’s office.
Sen Monorom said: “Now we heard that he is sick, that’s why we cancel [the meeting] which was announced in the program, if he is sick, that’s the end of it, we did not receive any other information. They just inform us and we canceled it.”
Regarding this issue, Heng Tay Kry, the director of the Calmette hospital in Phnom Penh [and Hun Sen’s personal doctor], said that he cannot provide actual information about Hun Sen’s illness because it would be against medical ethics: “If I know, and I am telling [you about his illness] … that would be wrong.”
A source claimed that Hun Sen is resting at home to take case of his illness.
Nguyen Phu Trong is leading a high-ranking Vietnamese delegation to visit Cambodia on 25 April after being invited by Heng Samrin, president of the Cambodian National Assembly. Nguyen Phu Trong’s visit will conclude on Saturday.
Recently, Hun Sen indicated in public that he is hit by a flu. Furthermore, the meeting planned for the council of ministers was also canceled, security agents said.
The organizers of Nguyen Phu Trong’s visit in Cambodia claimed that there was no change in the meetings between Nguyen Phu Trong and Chea Sim, Senate president, Heng Samrin, and King Sihamoni, on 26 April.
SRP Senator Kong Korm, the Vice-President of the SRP, reacted by saying that even though the meeting between Hun Sen and Nguyen Phu Trong was canceled, this does not affect the cooperation and the relationship [between Cambodia and Vietnam] because Heng Samrin and Chea Sim, both of whom represent the CPP, already met with Nguyen Phu Trong.
No source could provide details on Hun Sen’s health condition. In the past, Hun Sen used to claim in public that he was injured in the eye and in the leg when he was a fighting [Khmer Rouge] soldier 30 years ago.

Vietnamese in Cambodia lauded for overcoming life’s hardships

"Despite receiving care from the Party, State and NA, a majority of Vietnamese people living in Cambodia were poor and unskilled while also having to struggle with legal status issues" - An official Vietnamese confession of the presence of illegal Vietnamese immigrants in CambodiaPHNOM PENH — National Assembly Chairman Nguyen Phu Trong yesterday hailed Vietnamese living in Cambodia for their efforts to overcome difficulties while being abroad.
Trong made the comments while meeting with Viet kieu (Overseas Vietnamese) in Phnom Penh during an official trip to Cambodia.
The NA chairman said he sympathised with Viet kieu who faced difficulties while working to advance the homeland.
He affirmed the Party and State’s responsibility to the Vietnamese community living abroad, including Viet kieu in Cambodia.
Trong said he appreciated the Cambodian Viet kieu’s great attention to the country’s situation.
He also updated the meeting’s participants on the latest developments in Viet Nam, including preparations for the 12th National Assembly election and the assembly’s resolve to renew the organisation and its working methods.
The NA chairman said he expected the Vietnamese community in Cambodia to continue upholding their homeland’s tradition of mutual assistance.
On the occasion, Trong presented gifts from the NA to Vietnamese people in Cambodia partly aimed at helping them overcome their hardships.
Chairman of the Vietnamese association in Cambodia, Chau Van Chi said that while the Vietnamese community was far from their homeland, they always followed their country’s progress and felt happy with the major national achievements made during the period of renewal (doi moi).

Economic co-operation across various fields between HCM City and Phnom Penh had seen increasing development, according to both Secretary of the Ho Chi Minh Municipal Party Committee Le Thanh Hai and Phnom Penh’s Mayor Kep Chuk Tema.
The two officials held talks in Phnom Penh on Sunday to discuss further co-operation.
Hai said authorities and businesses from both cities have spared no efforts in implementing co-operation agreements.
Several co-operation projects between the two cities had attained good results, especially a humanitarian programme on cataract surgery in Cambodia. A hospital, named after its sister hospital Cho Ray in HCM City, would be built with the city’s assistance in Phnom Penh.

The two NA leaders held talks right after the Vietnamese leader’s arrival in Phnom Penh on April 26.
At the talks, the two sides expressed their satisfaction with the development steps of the traditional and comprehensive co-operation between the two countries and the two NAs.
They also agreed to further co-operate with each other at international and regional inter-parliamentary forums as well as other international ones.
After the talks, Chairman Trong and his Cambodian counterpart signed an agreement to boost co-operation between the two NAs. They agreed to further exchange delegations, information and experiences between Vietnam’s NA Official and Cambodia’s NA Secretariat.
Later, Chairman Trong met with Cambodian King Norodom Sihamoni, who said he was delighted at the closer ties between the two NAs and the two countries.
Chairman Trong congratulated Cambodia’s achievements over the recent time and expressed thanks to the Cambodian people for their support and assistance to the Vietnamese people.

The same day, Chairman Trong and his entourage laid floral wreaths at the Independence Monument and the Vietnam-Cambodia Friendship Monument in Phnom Penh.

Vietnam, Cambodia see need to tighten legislative rapport
VietNamNet Bridge - Vietnamese National Assembly Chairman Nguyen Phu Trong and his Cambodian counterpart Heng Samrin have called for a bolstering of ties between the two legislative bodies, the two countries and their people.
The two NA leaders held talks right after the Vietnamese leader’s arrival in Phnom Penh on April 26.
At the talks, the two sides expressed their satisfaction with the development steps of the traditional and comprehensive cooperation between the two countries and the two NAs.
They also agreed to further cooperate with each other at international and regional inter-parliamentary forums as well as other international ones.
After the talks, Chairman Trong and his Cambodian counterpart signed an agreement to boost cooperation between the two NAs. They agreed to further exchange delegations, information and experiences between Vietnam’s NA Official and Cambodia’s NA Secretariat.
Later, Chairman Trong met with Cambodian King Norodom Sihamoni, who said he was delighted at the closer ties between the two NAs and the two countries.
The King pledged to follow his father to boost the two countries’ rapport.
Chairman Trong congratulated Cambodia’s achievements over the recent time and expressed thanks to the Cambodian people for their support and assistance to the Vietnamese people.
In the afternoon, the Vietnamese leader met with Cambodia Senate Speaker Chea Sim.
The Cambodian leader said the two peoples have been standing shoulder-to-shoulder in the past struggle for national liberation as well as the present national construction and defence. He stressed the Cambodian people are forever grateful for the support and assistance of the Vietnamese people and army.
Chairman Trong said the development of the rapport between Vietnam, Laos and Cambodia was originated from their long-standing friendship and the requisite need of neighbouring countries.
He said he wished the friendship and cooperation between the NA of Vietnam and the Senate of Cambodia would be further reinforced.
The same day, Chairman Trong and his entourage laid floral wreaths at the Independence Monument and the Vietnam-Cambodia Friendship Monument in Phnom Penh.
In the evening, Senate Speaker Chea Sim and NA Chairman Heng Somrin co-hosted a banquet in honour of Chairman Trong, his wife and other members of the Vietnamese delegation.

Nguyen Phu Trong, president the Vietnamese National Assembly and the leader of a high-ranking delegation, has arrived in Cambodia on Wednesday afternoon to perform a 3-day official visit from 25 to 28 April. The goal of the visit is to strengthen the friendship and cooperation between the Cambodian and Vietnamese parliaments. A number of agreements will also be concluded during this visit.
During the 3-day visit, Nguon Nhel, first vice-president of the National Assembly, was seen greeting the delegation at the Phnom Penh international airport.
Nguon Nhel told RFA at the airpot: “This is an exchange [of visit] in the cooperation in all fields, and there will be signing on … the discussions … we agree to use the Brévié Line as border and the committees from both sides have agreed [on this], on some of the remaining contentious points, we will discuss about them again and we will work to install the border posts for our future. The Kampuchea Krom is an issue which is not just occurring right now, it existed since long ago.”
The visit of the Nguyen Phu Trong in Cambodia occurs at a time when Khmer Krom people and Khmer Krom monks are holding demonstrations everywhere in the world, such as in the USA, Australia, France, and in Cambodia, to protest the defrocking of 16 Khmer Krom monks by the communist Vietnamese regime, and the jailing of 5 Khmer Krom monks because they demanded their freedom rights to worship their Buddhism religion according to Khmer custom.
Treung Manarin, an official of the Khmer Kampuchea-Krom Federation (KKF) in the US, talked to RFA to voice his opinion on Nguyen Phu Trong’s visit: “We are asking Heng Samrin, the president of the Cambodian National Assembly, to raise the Khmer Krom issue with Nguyen Phu Trong, the president of the Vietnamese National Assembly, so that the latter can pay attention to the current plight of Khmer Krom.”
On this issue also, Monk Yoeung Sin, President of the Khmer Krom Monks Association in Phnom Penh, said: “Please tell the [Vietnamese] executive branch to stop oppressing Khmer Krom monks.”
On 20 April, the Cambodian police force put down a demonstration held by Khmer Krom monks in Cambodia, causing injuries on 6 Khmer Krom monks.
According to the visit program of Nguyen Phu Trong, he will meet with Heng Samring, his Cambodian counterpart, with Chea Sim, president of the Senate, and with Hun Sen, during the 3-day visit.

Vietnamese National Assembly Chairman Nguyen Phu Trong arrived in Cambodia Wednesday for a four-day visit, as rights groups attacked the treatment of minority monks and others in the Mekong Delta region.
Twelve separate organizations advocating for the rights of the Khmer Kampuchea Krom ethnic group issued a three-page statement criticizing Vietnam's treatment of the group ahead of the visit.
The organizations accused the Vietnamese government of persecuting the monks, including the defrocking of 16. Three monks recently disappeared in Vietnam, the groups said.
The treatment of the ethnic group is a highly politicized, potentially volatile issue in Cambodia.
Nguyen Phu Trong was scheduled to meet with his counterpart, Heng Samrin, as well as Senate President Chea Sim, Prime Minister Hun Sen and King Norodom Sihamoni.
Sam Rainsy Party lawmaker Keo Remy followed the groups' call for Vietnam to improve its treatment of Khmer Kampuchea Krom monks and others.
"When Vietnamese authorities put pressure on the Khmer Kampuchea Krom," he said, "it will affect the state of mind of central Khmers (in Cambodia) and Khmers living abroad."
National Assembly President Heng Samrin said the treatment of the monks and other minority group members was an internal affair of Vietnam, in which Cambodia cannot interfere.

Cambodian and Vietnamese national assemblies will sign a bilateral cooperation agreement when President of the Vietnamese National Assembly Nguyen Phu Trong visits Cambodia from Wednesday to Saturday.
"The bilateral cooperation focuses on the exchange of visits for both sides' parliamentary members," Heng Samrin, president of the Cambodian National Assembly, told reporters on Wednesday.
Border issues and the dispute about the Khmer Krom people will not be touched during the visit, he added.
During the visit, Nguyen Phu Trong will receive an audience granted by King Norodom Sihamoni, according to a government press release.
He is also expected to meet with Senate President Chea Sim, Heng Samrin and Prime Minister Hun Sen.
He will later visit the National Museum in Phnom Penh and the Angkor Wat in Siem Reap.
