Vietnam: Friend or Foe?

The KR movement was created by and for North Vietnam with the aim of enabling Hanoi to replace France as the master of Indochina.
The idea of Indochinese Federation sought (and still being pursued) by Hanoi is modelled on colonial France's Confederation of Indochinese states consisting of Tonkin (North Vietnam), Cochin China (South Vietnam, including former Cambodian territory known as Kampuchea Krom or the Mekong Delta), the Kingdom of Laos (later taken over by the Prathet Laos, another instrument like the Khmer Rouge minus the mass killings, both created by Ho Chi Minh to implant North Vietnamese political influence across the rest of the Indochinese peninsula) and the dwindling Kingdom of Cambodia.
The Communist Party of Kampuchea (dubbed 'Red Khmers' or 'Khmer Rouge' by French-speaking Prince Sihanouk) had not clearly been formed with Cambodia's national interests in mind. Communism was ill-suited to the Cambodian condition at the time despite a sense of unease among the peasantry (and sections of urban population) towards exploitative colonial regime and subsequently the autocratic self-styled rule of Sihanouk who in his heyday was loathed by educated Cambodians in the same measure as Hun Sen is frowned upon by many educated Khmers today.
I could expand on the similarities between these 2 idiosyncratic personalities, but I am aware many of you are not fond of lengthy discourses!

(VOV) - A delegation from the Vietnam General Confederation of Labour (VGCL) led by its Chairman, Dang Ngoc Tung, is visiting Cambodia from April 25-29 at the invitation of the Cambodian Confederation of Trade Unions (CCTU).
At the April 26 meeting, the two organisations informed each other of the socio-economic situation and trade union activities in their respective countries and discussed ways to promote future cooperation.
CCTU President Som Aun highlighted the VGCL delegation’s visit as a major contribution to supporting the CCTU and other trade unions.

One more step toward Uncle Ho's Indochinese Federation: the combination of the two economies
Promoting Vietnam-Cambodia economic cooperation
(VOV) - More than 300 Vietnamese and Cambodian businesses attended the second Vietnam-Cambodia Investment Promotion Conference in Phnom Penh on April 24.
The conference, co-chaired by Vietnamese Prime Minister Nguyen Tan Dung and Cambodian Prime Minister Samdech Hun Sen, is an important information channel for both governments and businesses to boost economic and investment cooperation.
It is a chance for the two countries’ ministries and organizations to review the investment situation, and update economic development strategies and preferential policies for investment in Cambodia.
The conference also aims to lay a firm foundation for signing agreements on double taxation avoidance and on the combination of the two economies.

HCM CITY — President Nguyen Minh Triet applauded the strong ties enjoyed by Indochina on the sidelines of the Viet Nam-Laos-Cambodia security ministerial meeting in HCM City yesterday.
The State leader made the statement while meeting Vietnamese Minister of Public Security Le Hong Anh, Cambodian Deputy Prime Minister and Minister of the Interior Sar Khenh, and Lao Minister of Security Thongbanh Sengaphone.
Triet pointed out that the three nations would encounter many difficulties in the future but that the solidarity shared by the Indonchinese countries would stand them in good stead.
"The three nations have to unite and cultivate genuine trust in each other in order to strengthen co-operation and mutual assistance in national defence, thus meeting the three peoples' common aspirations for peace and stability for development," Triet said.
He reaffirmed Viet Nam's unswerving desire to expand relations with its best friends – Laos and Cambodia - as an important part of its foreign policy and pledged to stand by their side in national development.

Cambodia, Laos, Vietnam To Jointly Develop Triangle Area
PHNOM PENH, July 9 (Bernama) -- Parliaments of Cambodia, Laos and Vietnam have signed an approval for the three countries to jointly develop a triangle area, China's Xinhua news agency reported Friday.
Citing the joint statement, the agreement allows of having a joint-controlled border point as well as setting up of a website with English language as an international language and the three nations' national languages.
The joint statement was released on Friday after the two-day parliaments meeting, which kicked off on July 7 in Kratie province in Cambodia.
The meeting also discussed the roles of parliaments on how to help promote triangle development plan among the three countries.
The triangle development area covers four provinces in Cambodia: Rattanakiri, Stung Treng, Mondulkiri and Kratie, with three provinces in Laos and four provinces in Vietnam.
It is the annual meeting and Vietnam hosted the meeting last year.
In 2002, leaders of the three countries agreed to boost for economic benefit, promoting tourism, exchanging culture, as well as to well cooperate in social order, security and to reduce poverty.

VietNamNet Bridge – Huge investment opportunities in Laos and Cambodia are awaiting Vietnamese firms, according to Lai Quang Thuc, chairman of the Viet Nam-Laos-Cambodia Association for Economic Co-operation and Development.
He said that there was potential for co-operation between enterprises on hydropower, mining, cash crops and agro-fishery-forestry processing and that despite global and regional economic difficulties, investment co-operation between the countries was encouraging.
By the end of last year, Vietnamese investment in Laos was more than US$812 million with 157 projects specialising in hydropower, mining and wood processing.
The investment means Laos leads the list of countries attracting investment from Viet Nam. Last year, the Vietnamese investment in 35 new projects in Laos was worth $180 million, making Viet Nam the largest foreign investor in the country.
Thuc said Vietnamese investment in Laos would increase strongly in the next few years when several large mining and electricity projects were approved.
Viet Nam's direct investment in Cambodia of $211 million to the end of February was below potential. The majority of the 39 approved projects were small. Most were in agro-forestry, construction and services.
Viet Nam's good relationship with its neighbours and a favourable geographic position gave Vietnamese investors an advantage over others, he said.
Inadequate legal frameworks, slow land clearance and shortages of skilled workers were challenges for investors in Laos and Cambodia.
Viet Nam was yet to compile investment strategies to the countries, resulting in difficulties for companies wanting to start projects, he said.
Operating for a year
The association reviewed its first year of operation during a meeting in the capital last week.
Under its five-year action plan, the association will organise forums and fairs and provide opportunities for members to exchange experiences and information on economic and investment co-operation. The association also plans to provide consultancy and legal assistance services for enterprises on local requirements and international laws.
It will further economic and investment relations between Viet Nam and those neighbouring countries and contribute to improving economic development and living conditions. The association's membership of about 600 includes 200 organisations and enterprises.

The central banks of Vietnam and Cambodia have signed a memorandum of understanding on the exchange of information related to banking services supervision.
The MoU, signed on Dec. 17 during a week-long working visit to Vietnam by a delegation from the National Bank of Cambodia , is regarded as a legal basis for tighter management to help commercial banks operate more effectively and safely during their process of international integration.
On the same day, the Cambodian delegation, led by Governor Chea Chanto, held a working session with State Bank of Vietnam officials, led by Governor Nguyen Van Giau.
They exchanged views regarding the economic situation in their respective countries, and the two banks’ current operations.
The cooperation between the two banks has yielded fruitful results. The two sides signed an agreement on cooperation and have regularly exchanged information and experiences, particularly since Vietnam joined the World Trade Organisation in 2006.
The Cambodian delegation is scheduled to meet with Prime Minister Nguyen Tan Dung.
They will then pay a visit to several Vietnamese banks, including the Bank for Agriculture and Rural Development (Agribank), the Bank for Investment and Development of Vietnam (BIDV), and the Sai Gon Thuong Tin Commercial Joint-stock Bank.
