Cambodian PM accuses World Bank of corruption

PHNOM PENH (Reuters) - Cambodian Prime Minister Hun Sen accused the World Bank on Thursday of hiring corrupt foreign consultants, mirroring recent graft allegations made against his government.

Hun Sen also urged the bank to publish full details of its investigations into alleged government graft in several aid contracts which led to the suspension earlier this month of $7.6 million in funding for three development projects.

The bank has demanded repayment of the money.

"It is now four weeks old and still no full report has been provided to us, so where is the transparency?" Hun Sen said at a hospital construction ceremony attended by foreign diplomats in the northwest province of Banteay Meanchey.

"Foreign consultants who signed to approve the projects must be brought to account. If Cambodian officials are corrupt then foreign consultants are even more corrupt because they are the decision makers," he said in remarks monitored in Phnom Penh.

World Bank officials in Phnom Penh were not immediately available for comment.

In 2003, the government repaid $2.8 million to the bank after the donor threatened to cut aid if it did not recover cash earmarked for a military demobilization project.

Still emerging from 30 years of civil war and the Khmer Rouge "Killing Fields" in which an estimated 1.7 million people died, Cambodia relies on aid for nearly two thirds of state revenue.

Donors, who provide about $600 million a year, have pushed for anti-graft laws for nearly 10 years but to no avail.

Their complaints have become increasingly loud in a country which ranked 131st out of 158 nations in Transparency International's 2005 corruption index.

All ministers stole the monies and gave 80% to Hun Sen for keep their seats. So Hun Sen was a leader of any corruption in Cambodia. Why he said the WB hire the corrupt consultants to work in Cambodia. I do not understand what he said or he just said follow his yuon advisor?

Don't blame on Hun Sen. He's just one of the ignorant asshole. He'd never omitted that his government corrupted. We should blame whoever voted for him, he doesn't even know how to read and write. All he knows is barking like a dog and acting like Fidel Castro. This asshole should be uprooted from Cambodia history plus eliminate all kings and queens as well.

This is the way that HUN SEN used to accuse others but in reality, him and his family are the most currupt ones.

Oooh.man this is funny. It like a motorist accusing a police officer for speeding after a motorist is being pullovered by a police officer for speeding, get it? One-eye man (Hun Sen)can see very far, he has the right concept of democracy though...I call his concept, DEMOCRAZY.
