Hun Sen has used this methode of paying meagre salary to everyone from Pol Pot and communist country. THey used this kind of strategy to make people poor. When People are poor, they need power for survival. To have power, they must loyalty to leadership. If hun sen accepte to increase the salary, only in his own compond, he needs to pay at least for 4000 men, a month of salary, 4000 X 100= US$ 400,000.00 to his bodyguards. If he pay least, noone want to stay with him. Everyone is looking for other job for higher salary. When people are rich, they do not care hun sen anymore because the close relationship with him just to creating suffering to others.
