F’pec party members: Choose leading the party or a position in the government

About ten Funcinpec party members wrote on 30 June to their president Norodom Ranariddh – who is still in France – to submit to him the idea that the leaders of the general secretariat of the party should quit their government positions. They estimate that the party leaders, including the secretary-general Nhiek Bun Chhay – who is the vice-prime minister, are too busy with their government responsibilities to be able to dedicate time for the party, and to strengthen the party popular support. Other arguments put forward: government positions of the leaders “sometimes interfere” with internal affairs of the party. Those who sign the letter – including Serey Kosal and several former Funcinpec sacked governors these last few months – observe that the CPP leaders rarely occupy senior position in the government, and that it would be wise [for Funcinpec] to follow suit.
Far from wanting to harm secretary-general Nhiek Bun Chhay, this letter came with “good intention” which was already expressed by prince Ranariddh to reform the party, Serey Kosal said prior to citing as example the CPP secretary-general who is only a “simple MP.” “If Nhiek Bun Chhay want to preserve his position as secretary-general of the party, he must resign [from his government position],” Serey Koral frankly summed up. “Nhiek Bun Chhay had also defended this idea at the time when Norodom Sirivudh was secretary-general,” he added. “I don’t know if he still remembers.”
This proposal was immediately greeted by prince Ranariddh. In a brief handwritten text, Funcinpec president considers this idea – which he indicated that he had defended in the past – is “just” and that it should be submitted to the secretary-general.
However, the spokesman for the secretary-general, Nouv Sovathero, does not see it that way. He considers that this proposition coming from a small group of Funcinpec members does not reflect the position of the party. Furthermore, he claimed the internal regulation of Funcinpec does not precise anywhere that the leaders of the secretariat general must not occupy any government position, either at the Senate or at the National Assembly. He recalls that several leaders of the secretariat general, including Prince Sirivudh, Tol Lah, or Loy Simchheang occupied government position in each electoral mandate. “If one wants to apply this measure, the party regulation should be amended. It is complicated,” he judged. “I trust prince Ranariddh and the quality of his thinking. He is a Ph.D. in law. He knows the procedure.”
