Sam"dec" arrives in Hanoi to meet "Dung"

Cambodian NA chairman arrives in Hanoi

A delegation of the Cambodian National Assembly led by its Chairman Samdec Heng Samrin and his wife arrived in Hanoi on July 6 for an official visit to Vietnam.

The Cambodian NA President and his entourage were greeted the Noi Bai International Airport by Deputy National Assembly Chairman Nguyen Phuc Thanh and many other senior NA officials.

In the evening, Chairman of the NA Committee for External Relations Vu Mao, who is also President of the Vietnam-Cambodia Friendly Parliamentarians' Group and President of the Vietnam-Cambodia Friendship Association, paid a courtesy visit to NA President Heng Samrin. (VNA)

Tell me one thing, why is every high official goes by "Samdech"? Does the word imply they are King? How many Samdech Oiy does it take to rule Cambodia?
