Kampot Families Criticize Red Cross' Flood Aid Distribution

About a dozen families in Kampot province Monday accused the Cambodian Red Cross of passing them over during the distribution of flood aid, a human rights group said.
Three villagers representing more than 10 families visited the Kampot district office of the Cambodian Center for Human Rights to complain, said San Soh, a CCHR activist.
"The villagers accused the Cambodian Red Cross of discriminating against them because they did not receive rice aid… even though they are alarmed by a food shortage caused by the heavy flooding on their rice paddies and homes," he said.
San Soh added that CCHR would investigate the villagers' allegations.
Uk Lay, Kampot provincial branch chief for the Cambodian Red Cross, said that his group has distributed 75 tons of rice in Kampot and Kompong Bay districts. The aid, however, is limited and priority is given to those "most affected by the flooding," he said.
"We have done many things and we distributed a lot of rice aid," Uk Lay said "A few bad people are tying to defame us," he added.
The director of the Cambodian Red Cross' disaster management unit Uy Sam Ath, said that the aid has been distributed fairly because of assistance from local officials.
"All donations to victims are made with transparency and accountability because we have villagers...working voluntarily with local authorities to list the most affected families," he said.
All told, the Red Cross has distributed more than 110 tons of rice in Battambang, Koh Kong and Kampot provinces as well as 22,160 mosquito nets, sarongs, kramas, blankets and plastic bags, according to Uy Sam Ath. Authorities will soon distribute a further 23 tons of rice and thousands more nets, clothes and blankets in Ratanakkiri and Kompong Thom provinces.
Nhim Vanda, first president of the National Committee for Disaster Management, said the flood waters have been receding every day in all seven flooded provinces since Aug 17.
"Very few hectares of rice paddies are seriously damaged," he said.

Alot of corruption in Red Cross of Cambodia. The procurement procedure should be publicized. Otherwise, no one knows how much they spend the budget.
