'Dragon Playing' in Water Awes Riverfront Passersby

Swirling winds at the confluence of the Tonle Bassac and Mekong River Tuesday afternoon created a tornado-type funnel cloud that sucked up water and awed passers-by on Phnom Penh's riverfront but caused no damage, witnesses said. Pin Sisolen, a former Cambodia Daily staffer, witnessed the vortex, commonly known as a water spout which formed over the Mekong River shortly before 1 pm. "It was like the air whirled up the water," he said. "According to tradition, it is like a dragon playing in the water." Seth Vannareth, head of the government's meteorology department, said that the phenomenon was not a tornado. "It was just a low pressure system called an intertropical convergent zone," she said. A statement from the Ministry of Water Resources and Meteorology said that this low pressure system will affect, southern and coastal Cambodia until Friday, bringing with it increased rainfall and windy conditions. "Travelers should be careful—especially on the water," Seth Vannareth warned.

I hope to get any new explainations from the Ministry Water Resources and Meteorology about that event by giving acceptable example and definition.
I worry that if this is not the dragon playing water, or low pressure system called an intertropical convergent zone, what we have to consider more? As we know these few years have many disaster happened in Asia.
