PHNOM PENH - Cambodian police said on Tuesday they had arrested one German and three Vietnamese nationals on charges of sexually abusing underage girls.
The arrest Monday of Thomas Sigwart Eugen, 42, from Munich, came a day after his neighbor and fellow German Karl Heinz Henning, 61, was detained after videos were discovered showing him engaging in sexual acts with children.
Keo Thea, deputy chief of the municipal anti-trafficking police, said that Eugen was taken into custody after police saw him in Henning’s videos and raided his rented apartment in the Cambodian capital Phnom Penh.
He said Eugen, an English teacher at a private Phnom Penh university, was seen in the Henning’s videos having sex with two young Vietnamese girls.
During the raid on Eugen’s home police confiscated a video camera, a laptop, pornographic DVDs and other data storage devices.
When police raided Henning’s home on Sunday they discovered four Vietnamese girls, all aged under 14, as well as videos showing the German performing oral sex with children.
Some 1,000 images of child pornography were also found on his computer.
Henning is currently being treated in a Phnom Penh hospital for injuries he sustained after jumping from the second-floor of his home while trying to flee from police.
The Vietnamese mother of one of the girls and a Vietnamese couple were also arrested Monday for acting as brokers and selling the services of the young girls, Keo Thea said.
“We have enough evidence to charge them,” Keo Thea said, referring to the two Germans and the three Vietnamese.
Police and court officials will bring all the suspects to court for further questioning on Tuesday afternoon or Wednesday.
Around two-dozen foreigners have been jailed or deported to face trial in their home countries for child sex crimes since 2003, as Cambodia attempts to clean up its image as a haven for pedophiles.

Please lock them forever 15-20 years. They are roaches...
Cambodian police enforce such a law only on foreigners to show that they are serious in combatting sex crimes, but they dare not do anything when the case is related to Top Tata in the govenment.
