Singapore says it will assist Cambodian police in efforts to return fugitive

SINGAPORE (AP) - Singapore police said Thursday that they would assist Cambodia in trying to apprehend a former law enforcement official who is wanted for allegedly orchestrating the assassination of a judge and other crimes in Phnom Penh.

Heng Pov, former police commissioner of Cambodia's capital of Phnom Penh, is wanted in connection with two assassinations and three attempted murders. He left for Singapore on July 23.

"Police confirm that we have received a request for assistance from the Cambodian National Police. We will provide the necessary assistance to them," the Singapore Police Force said in a brief statement released to the media Thursday.

A police spokesman would not elaborate on what kind of assistance Singapore would provide, including whether they would arrest Heng Pov.

Cambodian authorities on Wednesday said they would seek help from Interpol and Singapore to bring Heng Pov back to Cambodia to face trial.

There is no extradition treaty between Cambodia and Singapore. On Wednesday, Lt. Gen. Sok Phal, a Cambodian deputy national police chief, said they would submit a request to Singapore to help arrest the suspect.

Heng Pov served as the Phnom Penh police chief until 2005, when he was promoted to be an adviser to Prime Minister Hun Sen. He also served as undersecretary of state for the Ministry of the Interior.

He is wanted by police for allegedly masterminding the April 2003 murder of Sok Setha Mony, a Phnom Penh Municipal Court judge, who was shot in his car by two unidentified gunmen on a motorcycle.

Sok Phal said Heng Pov was also linked to the killing of a Singaporean man in Cambodia and three other failed assassination attempts against a newspaper publisher, an electricity authority official and the national military police chief. He gave no further details.

I believe this is an internal fight between two corruption Lords under the leadership of the King of Corruption.

May be Heng Pov know too much of his boss "good businesses", he should share them to the Singapore goverment and send some to the FBI/CIA for archiving.
