The ministry of interior and people who are close with the UNHCR said that Heng Pov, the former Phnom Penh police chief who is accused by the [Cambodian] court of criminal involvements, has been arrested in Singapore.
Khieu Sopheak, the spokesman of the ministry of interior, told RFA on Friday 01 September that Heng Pov was arrested by the Singapore authority stemming from the expiration of his visa, however, Khieu Sopheak cannot tell whether Heng Pov will be sent back to Cambodia or not.
Khieu Sopheak said: “We cannot know because the Singapore authority uses Singapore laws when Heng Pov stays there beyond the extent of his visa. And we do not know what will the Singapore law do.”
A source close to the UNHCR told RFA that it was learnt that Heng Pov was arrested at 8:00 PM on Thursday at a hotel in Singapore when a clerk brought food for him. The clerk was also arrested.
Keo Vanthan, the deputy-director of [the Cambodian] Interpol, told RFA that he cannot comment on this case pending clarifications from the Singapore authority: “I cannot comment, I am waiting for replies from Singapore.”
Nevertheless, Cambodian authority officials said that they are contacting the Singapore police to bring Heng Pov back to Cambodia.
Heng Pov, the former Phnom Penh police chief and advisor to prime minister Hun Sen, left the country on 23 July, a few days later, a court warrant was issued against him accusing him of involvement in a number of crimes such as the killing of Phnom Penh judge Sok Sethamony, assassination attempts on general Sao Sokha and judge Uk Savuth, as well as a number of other criminal cases.
Following the accusations made by the court, Heng Pov who remained outside of the country, had issued successive statements claiming that the accusations made against him are not true and are of political nature, they are invented to accuse him because he knows too many crimes perpetrated by Cambodian government leaders.
Heng Pov had also applied for political asylum in a number of countries, as well as with the UNHCR. However, nobody knows the fate of Heng Pov up to now.

I don't think he will be sending back to cambodia. The court is going to question him in there.
Heng Pov is the important key witness that could undermind The Gang HUN SEN.
All patriot Khmers should ask Singapore authorithy not to send Heng Pov to Cambodia. Otherwise HUN SEN and the Vietnamese Chef Police HOK LUNDY will kill him
In 1997 Singapore EMBassy had expelled the secretary of State of interior HO SOK froits ambassy to government HUN SEN And ho Sok had been killed afterwards.
We must remind Singapore about this.
Heng Pov should be sent back to cambodia. if he gets kill there, the world will know how democracy and the rules of law really function in cambodia. but the government won't kill him without or before due process.

we know HUN SEN and Hok Lundy are the bloodthirsty. They don't need to prove anything more. Heng Pov will survive and release all the secret documents only if he stays outside Cambodia, otherwise he could'nt resist to the torture. Singapore has to save him

there is a big possibility that an ordinary cambodian will kill Heng Pov. He was a terrible Police man. He abused his power on a lot of ordinary people. Many ordinary citizen want a revenge and want hime death. Hun Sen and his regime do not have to touch Heng Pov.
The Singapor Government should not commit the Second Mistake. Please review your lesson in 1997 (Case of HO Sok).

i still think he should be sent back to the dog pound and be treated like a criminal there. I will predict that he will be sent back.
i don't see what he knew and saw will bring any light or change in the cambodian government.
lastly, i also don't see if he was granted asylum in another country, he will be a model minority/Cambodian.
My guess is Heng Pouv will be sent back to Cambodia and stand trial. Ta Mok will torture him every day in jail until he declares that Pol Pot and Ta Mok are innocent of 9 pages he declared. Once the verdict is done, HP will stay in jail then secretly killed by food poisoning. Singapore will get a big oil or construction contract.

Heng Pov was corrupt, he should have stopped Hun Sen's crimes earlier, now that his life is in danger he exposes all of this??? If he loved his country why not do it when his life wasn't in danger??? Either he doesnt want to goto jail or be killed by Hun Sen's government, but one thing is for sure, he can testify against Hun Sen for association in drug trafficing and narcotics, human rights violations, and assassinations on political figures. If Heng Pov can help Cambodia NOW then he everyone should look at what he is saying and find more evidence and work to bring CORRUPTION DOWN for a better CAMBODIA.
I welcome all the comments above. I would like to tell you that Cambodia is a lawless country, I know it you also know it. We can't allow this babarian continue killing the innocent without any justice. Every day people got kill from the traffic accident to intimidations no one can find a fair judge for them. What I mean is, Heng Pov is not an innocent person. He is a criminal just like his boss but we can't send him back to Cambodia for many reasons. He has to face a fair trial just like another criminal in order to do that he must stay in a country beside of Cambodia.
Singapore government must think of longterm relationship with Cambodia rather with Hun Sen. This regime will not last long!!! If Singapore is very selfish and look only for short term gain then it is up to them. Cambodia future government can review their relation with any country that used to harm them.
-Singapore used to manufacture landmines and supplied to Khmer rouge to kill Cambodian people.
-Singapore used to ignore Ho Sok for refugee.

I concur with you Komlang Khmer and that is precisely what Hanoi wants Hun Sen and his cronies to be: a country of outlaws, governed/administered by those Viet-endoctrinated, brainwashed Khmer-Yuons from the highest to the lowest ranking of the Phnom Penh regime; Arse hole Hun Sen and his cronies mission is nothing other than to systematically cleanse and exterminate the khmer race as per Hanoi's Vietnamization of Cambodia blueprints. The Viets commonly known to us as Ah/Mee YUON Katop, Ah/Mee Yuon Sakei Dong or Ah ngeung YUON, in connivence with sholar such as mee Yuon Katop Trudy Jacobsen or other never for one minute stop to destroying Khmer. I am using the word "systematically" here to simply mean that HANOI is utilizing all means available to them, by the book, whether it be political, econimical, racial, demographical..etc..etc...without the outside world concerns and cares just to choke khmer to death and yet Cambodianizing/Khmerizing everything that is going on. My poor Khmer race!!!. At the same time, their agents are all over the place in the world hiring top notch foreign lobbyists from Sydney, to Paris, to Washington D.C. just to protect their interests....Having heard, seen, and understood our Khmer's position at this point simply makes me wondering sometime whether we, "Khmer" will survive this so-called Vietnamization of Cambodia....(*shake head*)

I hope That Mr Sam Rainsy will change his mind in asking Singapore authority not to send back Heng Pov to Cambodia.
If Singapore does, Singapore will be responsible of the future assassination of Heng Pov as Singapore was responsible for the murder of State Secretary HO SOK in 1997 for refusing the asylum in its ambassy.
Mr Sam Rainsy must know that Heng Pov affair is not only an internal CCP CONFLICT, it's also our country affair and Human right. Heng Pov is the most precious witness against HUN SEN and his collaborators. Don't let escape this opportunity to save our country. only Mr Sam Rainsy and Mr Kem Sokha both can save HENG pOV. Do it immediately.
(Cambodia Center for Human Rights' director, Mr. Kem Sokha, says that he would like to investigate this issue, and that if the Singaporean and the Cambodian governments agree on his extradition, he wishes to monitor the situation, since Mr. Heng Pov is an important witness in his 9-page report implicating a number of crimes to Phnom Penh government officials).
Every patriot Khmer should email to any Singapore Ambassy to ask its authority not to send Heng Pov back to cambodia. It's our national interest to help our witness Heng Pov.

we saw in the past about each and every countries in the world help us, mostly it is a part of their interested too, what the the benefit they will receive, if they help Heng Pov? and what is if they help the HUN SEN? for humanitarian and democracy? i'm not so convict on this.
actually, we Cambodian, should do sometime more than the comment on these, how many foreigne country read our comments? i think we should creat the website for supporting Heng Pov case then send to UNHCR, i think Mr. Khim Sokha should creat the plateform to discuss or to collect the letter of support or expression from all cambodian for Heng Pov and present to UN. may be the percentage is not much for whole country, however, we have to think the percentage of Cambodian using web too.

Heng Pov is an alleged crimial and he must be tried with Hun Sen ,Hok Lundy and his cronies.
By sending Heng Pov to Hun Sen's mafia government, and after trying him by a Kangaroo Court ,he will be convicted for all high profile crime and later he will be get killed because Hun Sen and Hok Lundy do not want to keep him live because he know too much about their corruptions and their crimes.
Like in the case of Hang Vuthy ,or Yum Mareach ( Death God ), Hok Lundy organised his escape from prison ,but only to kill him after then.To kill him is to eliminate him because too much as Heng Pov did.
Nobody in Phnom Penh care to talk about Hang Vuthy whereabouts anymore because they knew that he was dead by the Hok Lundy Police.
For the sake of the Cambodia who survived from the killing field ,I would like to request to the UNHCR,or any country to provide Heng Pov a safe place to live, and in order for him to tell us and proof to us all what he knew about the Cambodia corrupted regime, then he will be send to an independent court, and Hun Sen and his criminal servants will be also the defendants.
Sending Heng Pov to Hun Sen like returning the khmer escapee to Pol Pot regime.

I wish the singaphor authority would never sent Heng Pov back to Cambodia. Heng Pov is a very important witness of all the high profile criminals, and we need to keep him as a mainframe criminal documents to search for all criminals in the Cambodian Government. The Mafia that US FBI have been looking for are now in Cambodia which is been a safe heaven for all criminal leaders in the Cambodian Paliament. They have been Stealing, Killing Cambodian in cold blood. Recently we have been trying to put Khmer Rouge on trial for the killing. And now we are going to put these criminal on trial for the coruption and killing. The Cambodian governors are the Mafia who masked their crime by power
