A selective registration process (2)

For the current voter registration process the Ministry of Interior and the National Election Committee (NEC) planned to deliver a personal Voter Information Notice to 6.7 million voters. Village chiefs for all the country's 13,800 villages were instructed to personally hand the document to all voters in each village from 1 to 31 August 2006. However, according to NEC's figures, only 4.0 million notices (60 percent) have been actually distributed during the one-month period. Since virtually all the village chiefs are affiliated with the ruling CPP the distribution took place selectively in favor of CPP members. The CPP boasts a membership that numbers precisely 4.0 million, meaning the notices have been given only to CPP members. Many non-CPP members may lose their voting rights.

Unprecedented CPP membership drive (2)

During the period of time that coincides with the ongoing voter registration process (August to October) the CPP has been conducting an unprecedented membership drive all over the country. Because the CPP machinery and the state apparatus form only one entity (village chiefs, commune chiefs, commune clerks, election authorities, etc) the ruling party can resort to both threats and promises to force or convince villagers to give their support to the former communist organization.
  • Threats for those who refuse to thumbprint their adherence to the CPP: They will be ostracized or marginalized by the authorities; they may lose their rice fields or other lands previously allocated to them by the authorities; they will not receive any donations from the Red Cross (lists of relief recipients are established by village chiefs); their security will no longer be assured.
  • Promises to those who accept to adhere to the CPP and take a vow of unwavering allegiance especially on Voting Day: They will be well considered by the authorities; they will be issued the much-coveted National ID Card; they will receive assistance and enjoy facilities to meet all administrative requirements; they will have water for their rice fields, etc.
At the latest national elections in 2003, the CPP already claimed to have some 4 million members but it collected only 2.4 million votes (36 percent of the electorate, taking into account the fact that over one million potential voters were unable to exercise their voting right because of political discrimination and administrative harassment).

This is a Ganster like operation. Well. CPP is a Gang. You don't follow -- be killed.

I wish Hun Sen & NEC would rectify a Law to tear down of all the signs that are posted in Cambodia. I meant the signs that beared the name CPP, F'pec, and SRP. This is dangerous to label people in a specific grp. NOT ONLY THAT THIS INGROUP STUFFS ARE SOCIETY OF GANSTERS/TERRORISTS.
