Cambodian Council of Ministers approved here on Friday a sub-decree draft law for the establishment of a new anti-AIDS department to match the recent challenges, according to a press release from the Royal Government of Cambodia.
The draft law aimed at preparing the mission, elements, structure and positions of a new department under the current National Authority of Combating AIDS (NACA), said the release delivered to Xinhua on Saturday.
According to the sub-decree with 11 chapters and 34 articles, the new department was expected to combat AIDS effectively, help track down AIDS information and implement the relevant law, Teng Kunthy, newly-elected NACA Secretary General, told Xinhua by phone on Saturday.
It could also help the orphans and the drug-addicted young people, Kunthy added.
"This sub-decree also provides the main roles for NACA. First, to manage and facilitate the multiple sectors on combating AIDS; second, to prepare a strategic policy for fundamental directions to respond to the epidemic for the whole country; third, to supervise all information systems in order to evaluate the situation," said the press release.
According to the sub-decree, NACA got its budget directly from the Ministry of Economy and Finance and would create a secretariat later to manage its daily operation.
According a report from the U.N., Cambodia had about 130,000 AIDS-infected people in 2003 and most of them were from 15 to 49 years old. Some 59,000 victims were women. About 16,000 of them died in that year. Since then, there has been no AIDS data for the kingdom anymore.
