Subject: Request for allowing citizens from 3,170 families in Boeung Pram area, Ampil Pram Deum commune, Bavel district, Battambang province, to register to vote.
According to the subject described above, we are informing Your Excellency that citizens from 3,170 families living in Boeung Pram area, Ampil Pram Deum commune, Bavel district, Battambang province, who are currently subjected to land dispute, have not yet registered to vote. Citizens from the 3170 families are not recognized by the local authorities who refused to register them to vote. The citizens from the 3,170 families are victims of the loss of their lands once already, now the authorities are denying their right to register to vote, thus, they are victims once more.
As described above, we request that Your Excellency take the necessary steps so the citizens from the 3,170 families living in Boeung Pram area, Ampil Pram Deum commune, Bavel district, Battambang province, can rightfully register to vote.
We call on Your Excellency to please ensure the respect for the spirit of the Election Law that is based on the fundamental democratic principle of "One Man, One Vote." Please do not allow any NEC officials to put forward petty administrative arguments as pretexts to prevent the sovereign people from exercising their voting right.

Enclosed: Letter of transfer of representation power provided to us by 31 citizens of the Boeung Pram area, Ampil Pram Deum commune. We will pursue to obtain additional thumbprints from other citizens and we will send them to you as we obtain them.
