Kompong Cham Province – Police authority guarding the Krek rubber plantation had cooperated with the Krek commune police force to arrest successively two women who are accused of theft. The women are collecting rubber residues from rubber plantations weighing a total of 2 kilograms. They were sent to the Ponhea Krek district police station. Provincial police officials in charge of petty crimes revealed that at 4:30 PM on 06 Oct 2006, Hean Mab, a 35-year-old woman living in Prit village, Krek commune, was accused of stealing rubber residues from trees in Lot 77A located in Prit village.

The official said that the Prit village chief was the one who reported Hean Mab to the police officers guarding the rubber plantation. With the cooperation from the Krek commune police authority, they arrested Hean Mab who had in her possession 1 kilogram of rubber. On the afternoon of the same day (06 Oct), at the same Lot 77A, another 49-year-old woman, Um Ne, was also caught stealing rubber residues. The second woman is also from Prit village, and the police found 1 kilogram of rubber residues on her.

Hean Mab said that at 3:00 PM on 06 Oct, she left home to steal rubber residues from Lot 77A. While she was collecting the rubber residues, the police officers guarding the plantation arrived and arrested her. Police officers said that Hean Mab had been arrested before already by police guarding the Krek rubber plantation. She was educated 3 times earlier already to stop the theft that is why the authority decided to arrest her and send her case to the court. As for Um Ne, the police officers had arrested her 3 times earlier also to force her to stop the stealing, but she didn’t. That is why the police decided to arrest her.

Neang Sovat, director of Adhoc human rights NGO in Kompong Cham, said that the two kilograms of dirty rubber residues are equivalent to about 0.6 kilogram of clean rubber only, and its value would be worth 600 riels ($0.14) only. Neang Sovat said that according to the law, the women should be punished, however considering that each one of them would have collected only 300 riels ($0.07) from the theft, they should not be sent to court and sent to jail (for this).

That is a swift justice from the rich and powerful, for whom the courts and police are working. The public assets have now become private properties of those well-connected people in power.

This thing makes me sick. I wish the owner of the plantation be punished by god, sine Cambodia is controled by gansters, therefore no justice. By hte way, one of the high officers there had his son studying in Canada but the son didn't care about school, instead he drink and party by spending his father's money.

If we compare this case to a huge criminal one in the Kingdom of Cambodia such as Heang Poav's case we'll see clearly that all those judges must be graduated from Hun Sen's kindergarten school and Sok An who gave them all the Ph.D law paper.
The Cambodian govern't law system is too strong for only to arrest a poor Khmers' hungery crime and put them in jail, But it's so badly weak when its turns to bring many crook officers to trial.....such as Heng Poav's case.

These Two poor women will be raped and tortured by the time they leave HunSen controlled Prison. For what? just for a crime of stealing rubber that worth 600 riels ($0.14) only?

This is insane!! I'm so sad to see this type of news.
