Funcinpec officials face removal

The group of government officials and members of the National Assembly and Senate belonging to the Funcinpec faction who do not support the result of the party extraordinary congress will face a certain removal from their positions. This group includes Prince Norodom Ranariddh who will also see his parliamentary immunity automatically removed, he will also be suspended from his position as the historical president because he does not recognize [the congress result] and he is moving to form a new political party.
Nhiek Bun Chhay, vice-prime minister and Funcinpec secretary-general, told reporters at a press conference held at the party central headquarters on 21 October that: “It’s automatic, when one thinks of [forming] a new party, when one does not support the resolution of the congress, it is automatic for whoever they are, even for H.E. You Hockry, to lose their party membership, and they automatically lose their [government] position.”
You Hockry, 2nd vice-president of the National Assembly, told RFA that he will not resign from his position at the National Assembly. He said in defense to his stance: “I am not resigning, and I have stressed that I am remaining with the Funcinpec side which is legal, I cannot support [the side which is illegal].”
During the press conference on Saturday morning, Nhiek Bun Chhay claimed that he is planning to invite You Hockry, the 2nd vice president of the National Assembly and also a high ranking Funcinpec official, to come and clearly clarify his position.
He is also ordering a number ministers, state-secretaries, members of parliament, and senators belonging to the Funcinpec party to come and clearly declare their positions, as well as sign their support on the result of the extraordinary congress in order for them to preserve their [government and party] positions according to the party’s by-laws and internal rules.
Regarding this issue also, Serei Kosal, the special advisor to Prince Ranariddh, said that the prince does not have a plan to form a new political party yet and that he is pursuing legal means with the ministry of Interior to contest the result of the extraordinary congress. “… therefore, the legal pursuit is still undergoing …,” Serei Kosal said.
Seei Kosal indicated that Prince Ranariddh is planning to bring the lawsuit to the court if the ministry of Interior is siding with the result of the illegal extraordinary congress which constitutes a party coup to topple the prince out of his position.
Kim Noeuk, first commune councilor of Sre Cheng commune, Chumkiri district, Kampot province, told RFA by phone this Saturday: “The action they have done can be considered as a party coup, or a coup d’état on Samdech leader of the party. Therefore, I returned back home, I did not participate [in the congress].”
According to a high ranking Funcinpec official, Funcinpec members of Parliament, senators, state-secretaries, and under-secretaries of state in the government from the Funcinpec quota had recognized the result of the extraordinary congress.

Ranariddh's ousting is almost exactly the same as Prince Sihanouk's ousting in 1970. Like father like son: ousting carried out by army generals; same internal conflicts and the same help and support from outside; new leaders' campaign to explain to and persuade Cambodia; demotion of elements loyal to ousted leaders; et... Cambodians have never learned from their past and let their history repeat itself over and over. Reason: Autocratic rule and lack of democratic procedure for change of leadership.

Had it not been for his corrupt money and Hun Sen's power rubbed on him, those entertaining girls would not have had to put up with Nhiek Bun Chhay's face. In reality, a person's character and intelligence cannot be judged by his look. Some people may not have Brad Pitt's or Kong Sam Oeun's look, but they may be kind, gentle and smart. However, in Nhiek Bun Chhay's case it seems that his external look is also a reflection of his internal character.
Let's hope that the reason for the change of leadership, due to autocratic rule and lack of democratic procedure, will also apply to the CPP. But, there is only one CPP man controlling the party and country. Also, he has successfully planted his puppets within the highest echelon of Funcinpec, suitably dubbed as Hunsenpec. He changes the constitution, influences the judiciary, controls police and military, slowers the pace of state reform (especially the anti-corruption law), approves the sale of state properties, resists pressure from the international community on illegal logging and human rights abuses, grabs the most lucrative businesses for his family cronies (premium land, oil, gas, ancient temples, etc.), and names roads, bridges, public parks and schools after himself. For the real democracy to gain a strong foothold in Cambodia, his autocratic rule must not be allowed to go unchallenged. He is definitely not Lee Kuan Yew.
While the mature father knows his survival place and only shower praises for the strongman, the immature and spoiled son is still a bit moody and always in between honeymoon and divorce with the strongman. The outcome will be inevitable, while little has been done to relieve people's sufferings.
In reply to the previous anonymous commentator, even communist-lenist parties, including the CPP, have some form of democratic procedure within their organisation including the election of leaders by members of their centreal committees. Indeed, there may be some sort of democratic procedure in the communist or socialist party structure. The subtle difference between their democratic procedure and that of the free world is that the outcome of their discussion and action is fairly predictable. The proposed action or decision is usually aired by the party leadership or committee, then the rest just approve it as a formality.
That is why for some sensitive issues, the CPP enforces a vote by showing of hands in the National Assembly to ensure that their proposed decision or action is officially given a rubber stamp of democratic approval by their own members of parliament, who know in advance what they are supposed to do to bring about a desired outcome, regardless of their democratic principle. Some known free-thinking MPs are usually escorted, on the pretext of their personal security, to attend the parliament session to ensure their "Yes" votes are counted. One absent MP means one "Yes" vote is gone. It is just a window dressing.
