Phnom Penh – On Monday 23 Oct, Prince Sisowath Thomico, the general-delegate of the fledgling Sangkum Jatiniyum Front (SJF), asked, in his personal name as a former Funcinpec party member and a law-knowledgeable person, that Prince Ranariddh bring his case to the court in order to have the court deny the results of the 18 Oct congress. Prince Thomico also would like to invite Prince Ranariddh to join his party.
Prince Thomico’s call coincides with the rumors that Prince Ranariddh is about to form a new political party bearing his own name following his removal from the Funcinpec party presidency during the recent party extraordinary congress. Prince Ranariddh also wrote a letter to Chea Sim, Senate president and CPP president, denying the action taken by the congress.
Prince Thomico said that Prince Ranariddh is an older brother to him, and he would like to invite Prince Ranariddh to join his party (SJF) in order to join their force rather than having Prince Ranariddh forming his party alone. Prince Thomico claimed that: “My goal is nothing more than protecting the monarchy, the royal family members, in particular, I want to see Prince Ranariddh bring his case to the court to find justice first.”
Nhiek Bun Chhay, Funcinpec secretary-general, said: “Prince Ranariddh has the right to sue, however, I have prepared all the documents to counter the claim because I did nothing wrong. The [party] by-laws and the internal rule state that: “the president or the national council with 1/3 majority has the right to call for a congress.”
When asked if he would join Prince Ranariddh’s party, Prince Thomico replied: “I cannot join any political party which bears the name of a private person because I form a political party to unite all royal family members to protect the monarchy from disappearing.” The prince added that, as a law-knowledgeable person, he cannot accept the congress for turning Keo Puth Rasmey into a president, a congress which was organized by Nhiek Bun Chhay. The congress was too hastily called because according to the law, a 20-day waiting period is needed between the date of the request for holding an extraordinary congress and the actual date of the congress, it must also obtain the authorization from the party president. However, in this case, the party is leading a coup against its president.
Prince Thomico indicated that he will be organizing the SJF council on 26 Oct also. He declined to comment on the fact that a number of Sisowath, in particular Prince Sisowath Sirirath the new 2nd vice president of Funcinpec, are currently found within the Funcinpec party. However, he indicated that “the situation of Funcinpec as well as the presence of royal family members within Funcinpec will change again after the 2008 legislative election, the current situation is not a stable one.”
In a letter addressed to Cambodian people sent last Saturday by Prince Ranariddh – a letter which bore the old Funcinpec logo and the prince’s personal signature – the prince claimed, in his name as president of the party, that the 18 Oct congress was a “treason” and a total violation of Funcinpec by-laws and internal rules. Prince Ranariddh added that Nhiek Bun Chhay and Lu Laysreng are the leaders of the extraordinary congress, along with Veng Sirivuth [former husband of Ouk Phalla, Prince Ranariddh’s current mistress].
On 21 Oct, Lu Laysreng claimed that Funcinpec is not the property of Prince Ranariddh, and even in communist countries there are party president, vice-president etc… If the prince claims that the party is democratic, and himself to be a historical president who cannot be changed, if he is allowed to stay like that too long, he would become a dictator.”
Ok Socheat, advisor of Prince Ranariddh, told Koh Santepheap on Monday that the lawsuit brought by Prince Ranariddh will be filed on Wednesday after the ministry of Interior refused to provide a reply. Ok Socheat added: “Those who betray Prince Ranariddh only got Funcinpec shell, in reality, several supporters of Funcinpec led by the prince will come and join him when he will form a new party bearing his own name.” Ok Socheat boasted that “the new party will be joined by a number of Sam Rainsy Party members also, but about uniting the party belonging to Prince Ranariddh and that of Prince Thomico, it is too early to tell, we will wait for the court to find justice for us first in the future.”
Nouv Sivutharo, Funcinpec spokesman, said: “Ok Socheat’s words are his personal idea only, it has no value within Funcinpec.” He added that it is Prince Ranariddh’s right to sue, but the ministry of Interior will soon issue a letter supporting the new Funcinpec claim. He claimed that if the congress is illegal, the CPP and SRP would not have supported it, but Chea Sim and Sam Rainsy had issued letters supporting this congress. Nouv Sivutharo stressed that: “It’s just like long hair, we must shape and trim it, otherwise we will look like a savage.” When asked if the new Funcinpec led by Keo Puth Ramsey could be as popular as it was under Prince Ranariddh, Nouv Sivutharo said that the party cannot provide the number of supporters yet, however they are now visiting different areas all over the country in order to strengthen the party, and that Keo Puth Ramsey has more time to perform the visits than Ranariddh was.
In a letter posted by King-Father and later retracted, King-Father said that the party formed by Prince Ranariddh will have no value whatsoever.
