Cambodian Navy soldiers arrest civilians [and ask for money in exchange for their release]

Cambodian Center for Human Rights (CCHR) reported that the Cambodian Navy had arrested 2 civilians and demanded that money be paid to them in exchange for the release of the pair.

The report indicated that on 14 Nov 2006, the Cambodian Navy soldiers based in Khan Russey Keo arrested 2 civilian brothers among a group of 5 friends who were fighting each other during a dispute on 15 Oct 2006 in Chrauy Changvar, near Phnom Penh.

The navy soldiers in the base refused to hand over the two civilians to the police station in Chrauy Changvar even after the intervention from the local police.

The report indicated that the day following the dispute, the Navy soldiers released the pair after their family paid a fee of US$1,850.

The two arrested brothers are 17-year-old Hak Na In, and 21-year-old Hak Aly.

It is about time to learn from others success country in regard to law and order, if those head of police and military are too dum to learn then for god seks just copy other country procedure to implement to avoid further incident.
