VN Seeks Extensive Rubber Plantation Concessions

Vietnamese Deputy Prime Minister Nguyen Sinh Hung requested a 100,000-hectare rubber plantation concession during his visit to Phnom Penh in August but was turned down, Agriculture Minister Chan Sarun said Thursday.
"They asked for 100,000 hectares of land, but we have not given any land to them because the Land Law allows only 10,000 hectares to go to a single company," Chan Sarun said by telephone.
But Vietnamese newspaper Thanh Nien reported last week that the Phu Rieng Rubber Co, a subsidiary of the state-owned Vietnam General Rubber Corporation, or Geruco, had already begun to reclaim 20,000 hectares of "wasteland" in Kratie province.
"This is part of the Vietnam Rubber Corporation's project to cultivate 180,000 hectares of rubber in three Cambodian provinces, including Mondolkiri and Kompong Thom," the newspaper report said.
Kratie Provincial Governor Kham Phoeun confirmed Thursday that the Phu Rieng Rubber Co was active in his province, but disputed the claim that it had already received land to cultivate.
"The Phu Rieng company is conducting studies of possible plantation sites," he said. "But they have not yet sought a concession from the government," Kham Phoeun said that another Vietnamese company was recently granted a concession to plant rubber and cashews in the province's Snuol district.
"As I understand it Tai Nam, a Vietnamese company, asked for 10,000 hectares, but they got only 8,000 hectares for their plantation," he said.
Chan Sarun said Tai Nam is not a Vietnamese company.
Teak Seng, country director for the environmental group WWF, said his group had heard rumors of three companies looking for rubber concessions in Mondolkiri province, but was not sure of the exact locations.

Who are going to check the actual size of the land concession? We have already seen the Chinese companies claiming more lands than they are officially allocated on paper in North Eastern Cambodia. When the local villagers protested against the Chinese companies for taking over their community lands they were beaten up by the Cambodian local authorities. Those companies are working in partnership with Hun Sen's cronies, including the infamous Pheaphimex company.
As the Viets control the CPP and the Cambodian government, their armed soldiers can roam freely inside Cambodian territory in search of the Montagnard refugees. The Viet companies should also have no problem claiming more lands than they are entitled to, and the Cambodian government officials will let them do as they please while issuing an official denial. Those nosy parkers, patriot or not, trying to snoop around those claimed lands will most certainly meet an untimely death or an unfortunate fatal accident. That is the reality on the ground.

Please don't fight each other. It is a waste of time. To stop Khmer lands from being taken by and given away to Vietnam is to bulldoze Hun Sen and his military regime down Mekong River and let them float down to meet their Vietnamese boss. It is just flushing the toilet. Hun Sen is an uneducated man rising from the jungle, as everybody knows. He does not understand anything about the political future of Cambodia. He only understands how much money he can steal from national revenue and selling land to the Chinese and Vietnamese each day to feed his private army. Any Vietnamese or Chinese who can give a nice car, a nice helicopter, or a million dollars to Hun Sen can have anything from Cambodia ... a lake, a river, a mountain, or you name it. All Khmers, you have only one choice: remove Hun Sen from power now and keep Cambodia on the world map or allow Hun Sen give Khmer land to Vietnam and make Cambodia disappear from the map in years to come
