A rubber plantation security guard allegedly pistol-whipped a man and then shot him in the shoulder after catching him stealing rubber resin in Kompong Cham province, police said Monday.
Thoat Sok Heang, 21, was chased down by a private security guard at the Ta Pav plantation in Kroch Chhmar district Saturday evening after the guard accused him of attempting to steal 30 kg of resin, district deputy police chief Mao Mann said.
"Although [Thoat Sok Heang] stole some dry resin, the gunman should not have shot him," Mao Mann said, adding that the gunshots were fired at close range.
Mao Mann said that the guard, whom he only identified by the name Mean, is on the run from the police.
"The victim was taken for surgery at the provincial hospital to remove the bullet from his left shoulder," Mao Mann said.
Sim Heang, investigator with local rights group Adhoc, said Thoat Sok Heang was released from a local hospital Monday morning.
"The gunman must be arrested for prosecution," he said.
Sim Heang said five villagers have been killed and around 30 injured by guards and police officers in rubber plantation shootings in Kompong Cham since the beginning of the year.
"Villagers are absolutely aware of the danger they risk stealing resin from the plantations, but they have to do it to fill their stomachs," he said.
"No suspects in the string of shootings of suspected thieves who steal resin at rubber plantations are arrested," he added.
"This is why the number of people...being shot by rubber plantation guards has dramatically increased"
District Governor Meas Touk said he was unaware of the details of the case, but acknowledged that many villagers in his district steal resin at night because they live in extreme poverty.

Now Cambodia has re-established the system of black slavery system in the rubber plantations. The boss can buy and re-sell and can shot any wrongdoing at anytime. This an age that Cambodia has going back to re-establish the system of old white american of 18 centurie. But instead of buying slaves from abroad, Cambodian have harboured through Hun Sen regime by systematically making people poor so that each human being can put themselve for sell at low price. In Phnom Penh, they sell body, sex etc.. But when their body is no longer attractive, they must sell themselve as slave ( father-mother and children ). Oh God!!
