The Interior Ministry has not considered Prince Norodom Ranariddh's request to form a new political party because he has not completed the relevant paperwork, ministry spokesman Khieu Sopheak said Wednesday.

Although the application to form the Norodom Ranariddh Party was submitted Oct 26, it did not contain a signed request by Prince Ranariddh authorizing the formation, Khieu Sopheak said.

"The party bears Prince Norodom Ranariddh's name and photo but there wasn't any confirmation statement," he said.

The ministry will consider the request if the prince writes such a statement, he said.

Serei Kosal, an adviser to Prince Ranariddh, said the ministry's delay was political.

"It is political in nature, not due to technical mistakes," he said.

Prince Ranariddh was ousted from the presidency of Funcinpec on Oct 18. He met with Prince Sisowath Thomico in Malaysia last week and has reportedly agreed to form a new political alliance to compete in the 2008 national elections.

How the general public might receive such an alliance remains unclear.

On Phnom Penh's Sisowath Quay on Wednesday, several Cambodians said they knew little, if anything, about Prince Thomico. Most interviewed said they had not heard that Prince Ranariddh was removed from Funcinpec's presidency.

"I love [Prince Ranariddh] and hope to vote for him again," flower seller Soeung Phalla, 54, said upon learning of the prince's plans.

But Samnang Suy, a 35-year-old motorbike taxi driver, said the two princes have not spent enough time in the country to rally the electorate.

"Those two guys don't live in Cambodia and they don’t visit the provinces. They can never compete with Prime Minister Hun Sen," he said.

Prince Thomico said he is not disappointed if people haven't heard of him, as he only entered politics recently. He added that he believes his alliance with Prince Ranariddh may garner 40 percent of the all votes in April's commune elections.
