RCAF Spy, Military Policeman Nabbed for Killing Two Women

Police have arrested three suspects, including a military police officer and an RCAF spy, over the murder of two middle-aged women in Phnom Penh last week, a senior RCAF official said Thursday.

Several individuals posing as property buyers entered the Tuol Kok district home of Um Kam on Nov 16, then shot her in the head, before opening fire on Lou Huong, an estate agent who had accompanied the attackers, police officials said.

Police said they have no motive for the double killings.

One of two female suspects arrested after the killings is the daughter of the slain homeowner, Um Kam. The suspect is also a secret agent for RCAF’s Phnom Penh Special Military Region, the region's commander Prum Din said Thursday.

A third suspect is a special military region military police officer, who was arrested at the scene, Prum Din said by telephone.

"My military police officer was not actually involved in the shooting, but he was the one who had issued an identification card for the victim's daughter to be our spy," he said.

Police caught the victim's daughter at the scene with a handgun concealed in her underwear, Prum Din said.

One district police officer identified the two female suspects as Vieng Thi Rai, 42, who lived with Um Kam, and Kuoch Hok Chan, Um Kam's 17-year-old niece. He claimed on condition of anonymity that it was Vieng Thi Rai who had the weapon concealed in her underwear.

Both women were charged with illegal weapon use by Phnom Penh Municipal Court on Monday, the officer said. The military police officer, however, has not been charged but remains in police detention, he added.

None of the three suspects have confessed to the killings, Municipal Police Chief Touch Naruth said.

"We need more information to draw an accurate conclusion about this nasty shooting," Touch Naruth said.

"The fatal shooting of the two women involves an internal family affair," he said. "It is to do with taking revenge."

A court clerk confirmed that several suspects have been charged, but declined further comment.
