Former Phnom Penh police chief Heng Pov is no longer in the custody of Malaysian police and is awaiting deportation to Singapore, which will happen this week, a lawyer for the fugitive said Sunday.
Immediately after Friday's order that he be sent to Singapore, Malaysian police transferred Heng Pov into the custody of Malaysian immigration authorities, lawyer N Sivananthan said by telephone from Kuala Lumpur.
Malaysian High Court Judge Abdul Kadir Musa ended months of legal limbo Friday when he ruled that Heng Pov be deported to his last point of embarkation, Singapore, and not to Cambodia.
On word of the ruling, Finnish authorities also immediately issued an entry visa to Heng Pov, as they had offered to do earlier this month, said Lauri Korpinen, Finnish ambassador to Malaysia.
Malaysian authorities are today to present Heng Pov’s legal team with a bill for the cost of his 10-week detention and immigration proceedings, N Sivananthan said.
N Sivananthan said he could not speculate on the amount to be charged and declined to say who would be paying Heng Pov's bills.
In remarks before issuing his ruling, the judge said he found Heng Pov’s Sept 18 conviction at Phnom Penh Municipal Court in absentia for the 2003 murder of judge Sok Sethamony to be "extremely unacceptable," N Sivananthan added.
"He found it difficult that there was any legal system that could convict him in absentia," N Sivananthan said.
Singaporean authorities deported Heng Pov on Sept 1 to Malaysia, then his last port of embarkation, after arresting him for overstaying his entry pass.
Information Minister and government spokesman Khieu Kanharith said the Malaysian court's decision to do likewise was "a normal practice of international law."
Khieu Kanharith said Finland is within its rights to admit Heng Pov, but that in doing so it is welcoming a criminal.
"Let me recall that Heng Pov is not a refugee," he said. "If they take in a criminal, let them be."

Gee what a contrary finding the Malaysian court have over Cambodian court. I wonder how many innocent civilian in cambodia is wrongly thrown to goal sentence by the so called CPP's independence court of Cambodia that AH Kanharith claimed.
Heng Pov former boss must be worried and disappointed that they let the fish (Heng Pov) got away with important documentations to reveal His former boss Hok Lundy (who said he "will resign if he can't get Heng Pov's head") , Hun Sen and many more corrupted CPP official including Khieu Kanharith himself.
I'm glad that the Malaysian, Singapore and Finland government got common sense. Heng Pov is a vital witness against Cambodia governement corrupted officials.
Pretty soon the world will learn more about this corrupted government of Cambodia after Heng Pov got rescued to Finland. So far we have heard many countries understand the "independent" court system of Cambodia which is usually the opposite of other nations court of the democratic countries. Once the world learns more about this system, Ah Sen will have much more difficult time selling his idea that the court is "independent". Eventually he either force to change it or somone else will do it for the sake of the innocent Khmer who are being incarcerated, such as Bun Samnang and his Sam Oeurn.
In one of the most recent World Cup, Hun Sen promised to step down as Prime Minister if Brasil lost in the Final. Brasil did lose, but Hun Sen is still around. Hun Sen promised to support any companies that could import cheap petrol into the country. One company rised up with a guarantee of cheap petrol import from Russia, but Hun Sen went quiet and the petrol, which is monopolised by his in-laws and cronies, is still very expensive in Cambodia. There are many promises that Hun Sen never keeps, and Hok Lundy will be doing exactly the same.
They are not worried about breaking their promises, because they are powerful criminals and above the law. Cambodian judicial system is independent? That would be the joke of the 21st century. The international communities know that, but they find it hard to take any appropriate actions without being accused of interfering in Cambodia's internal affairs. These powerful criminals are holding Cambodian people hostage, so they will not go down without bringing Cambodian people down first.
Heng Peo is not a criminal. He is labeled criminal by the unjust CPP/HUN SEN corrupted court.
You are absolutely right 12:12 or perhaps 20:20. The Cambodian government is holding Cambodian hostage. They are depriving the Cambodian people from everything that most people are enjoying around the world. How much longer will they call it enough? Or do they want another revolution?
Who said he is not a criminal??? Let check his wealth , how much does he have ? that is so-called overact beyond the mandate. I heard that this guy is very powerful , black mail for businessman, and if you some is againsti him, he will die. Dont be pestimistic that all people who say bad about govt , they are innocent. They sometime use this approach to get asylum. ...
